Project Description:

Keyspan Energy Development Corp. ("Keyspan") proposes to construct and operate a new gas turbine facility, Glenwood Landing Energy Center. The proposed Glenwood Landing Energy Center (Project) will consist of two General Electric (GE) LM6000 Sprint simple cycle combustion turbines. The total new electrical power from these two combustion turbine generators will be limited to a net output of 79.9 MW to the electric grid. The project is located off Shore Road.

The combustion turbines will fire natural gas as the primary fuel with limited hours of kerosene firing as a back-up during times of natural gas curtailment. The units will operate in simple cycle mode (no heat recovery) to provide electric generation particularly during periods of high demand. The turbines will utilize water injection and selective catalytic reduction (SCR) to control nitrogen oxide (NOx) emissions. Upon leaving the turbines, the exhaust will be directed into two separate 145-foot stacks.

The existing facility, Glenwood Gas Plant, has applied for a modification of their existing SPDES permit (SPDES Permit No. 000 5894) to accommodate the additional process water and stormwater from the new facility; a draft permit has been prepared and is available for review. The SPDES modification will be addressed during the legislative hearing for the new facility.

State Environmental Quality Review (SEQR) Determination: Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

State Historic Preservation Act (SHPA) Determination: A Structural-Archaeological Assessment Form has been completed. The proposed activity will not impact on registered, eligible or inventoried archaeological sites or historic structures.

The applicant proposes a storm water remediation plan for County Road 98 (Frowein Road) at Terrell River. This Bond Act project involves the acquisition of a 2.1 acre parcel immediately adjacent to the River for development as a recharge basin, and the elimination of storm water discharge to the River by redirecting road drainage to the new basin. This will include modification of the existing drainage system and plugging/abandoning pipes that currently outfall to Terrell River. The project also includes excavation of accumulated sediments from the River. Terrell River is a regulated freshwater wetland (# M-8). The recharge basin will be constructed within 45 feet of the freshwater wetland boundary. The project is located at County Road 98, approximately 1500 feet east of Oak Street, East and Center Moriches, Town of Brookhaven, Suffolk County.

The Port Jefferson Power Plant is an existing major source; the proposed Project will be considered a minor modification to this source as maximum emissions of all criteria pollutants will be below Prevention of Significant Deterioration (PSD) significant increase thresholds and Non-Attainment New Source Review (NNSR) significant net increase thresholds.
