Project Name: Town of Bleecker

Project Description: The project involves the construction of a new town hall on a 5.6 acre site located at the intersection of County Route 112 and Perch Road. The original application submitted January 18, 2000 was for the construction of the new town hall at a different location. On October 17, 2001, the Agency received a request from the Town of Bleecker, to revise its application to the 5.6 acres where the existing town hall is presently located. The applicants propose to move an existing structure (i.e., metal highway department building) to a new location on the project site and construct a new, one story, 36 ft. x 72 ft. town hall adjacent to County Route 112. The new town hall will be serviced by on-site water supply and wastewater treatment systems. A 21 space parking area will be located between the new town hall and County Route 112.

Project Name: S.P. Forest Subdivision of Robinwood Tract

Project Description: Applicant proposes a four-lot subdivision involving wetlands and lands within 1/8 mile of State lands classified as Wilderness. A 1,100 acre lot containing approximately 336 acres of Bog Lake and 74 acre Clear Pond and more than 330 acres of wetland will be sold to the Adirondack Nature Conservancy for eventual inclusion in the Adirondack Forest Preserve. The additional three lots of 527, 2,457 and 4,093 acres will be retained by the applicant for continued forest management and hunting and fishing leases. No other new land use and development is proposed at this time. Twenty-four existing hunting and fishing cabins of the Robinwood Club would be removed from the 1,100 acre lot and given the option to relocate to the retained lands.

Project Description: Applicant proposes the installation of a 2' diameter x 30' long culvert in wetlands to provide road access to the back of the 31.6 acre parcel. A 40 foot x 25 foot (1000 sq. ft.) area of wet-meadow wetland, having a value rating of "4," will be filled. The wetland is associated with a small unnamed stream. The New York State Department of Environmental Conservation has determined it has no jurisdiction over the project.

Notice of Acceptance of Draft EIS and Public Hearing

Clinton County - The Clinton County Legislature, as lead agency, has accepted a Draft EIS on the proposed Clinton County Landfill Long Term Development Plan. A public hearing on the Draft EIS will be held on December 6, 2001 at 7:00 p.m. at the Morrisonville Elementary School Gym, Sand Road, Morrisonville, New York. Comments on the DEIS are requested and will be accepted by the contact person until December 31, 2001. The proposed project is the long-term development of the existing Clinton County Landfill (the "Landfill"), including continued operation and expansion of the Landfill over the next 40 to 50 years. The DEIS addresses related revisions to the Landfill Long Term Development Plan, the 1996 Restated Operation, Management and Lease Agreement between Clinton County and Casella Waste Systems, Inc., and modification of the Clinton County Comprehensive Solid Waste Management Plan and the Landfill's 6 NYCRR Part 360 Permit for expansion. Expansion is planned onto approximately 101 acres located immediately west and north of the existing Landfill and onto lands to the east of the existing Landfill. Although the currently permitted annual disposal rate of 175,000 tons will not be increased by the action, the proposed expansion and increased Landfill capacity is expected to extend the operational life of the Landfill for approximately 45 years. The project is located on Sand Road, Town of Schuyler Falls, Clinton County, New York.
