The applicant proposes to hydraulically dredge the Carmans River Channel with a variable width of 150' and the Amity Channel with a variable width of 150 ft. to 6 ft. below mean low water. Approximately 90,000 cu. yds. of material will be removed from the Carmans River and 8,000 cu. yds. from Amity Channel. The dredged material will be pumped across South Oyster Bay to Tobay Beach where it will be deposited between the base of the dunes and the high water mark. The dredging is located in South Oyster Bay and the beach nourishment at Tobay Beach, Town of Oyster Bay, County of Suffolk.

State Environmental Quality Review (SEQR) Determination: Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

State Historic Preservation Act (SHPA) Determination: Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.
Coastal Management: This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The applicant proposes to rehabilitate and construct safety and stormwater runoff improvements at various locations along the approximately seven mile section of New York State Route 24 (Riverhead - Hampton Bays Rd.) from the Riverside traffic circle in Riverhead to the intersection of Old Riverhead Road in Hampton Bays. The planned work includes the addition of turning lanes at the intersection of Suffolk County Route 105, repaving and the upgrading of guiderail along the full length of the project, installation of sidewalks and bicycle lanes with appropriate signage. Proposed drainage improvements include the construction of an approximately one acre biofiltration / detention pond on the north side of the road approximately 1500 feet east of the Riverside traffic circle, construction of an approximately 20' x 130' vegetated swale with overflow to Silver Brook at the Oak Avenue intersection, the installation of four sediment removal chambers and approximately 100 new leaching basins throughout the length of the project. The improvements require work in and adjacent to several state regulated freshwater wetlands and tidal wetlands associated with Flanders Bay. Approximately 66 square feet of freshwater wetlands and approximately 50 square feet of tidal wetlands are expected to be disturbed. This disturbance will be mitigated by the creation of more than 40,000 square feet of wetlands by the construction of the biofiltration pond and vegetated drainage swale.
