Negative Declaration

Orange County - The Planning Board of the Village of Warwick, as lead agency, has determined that the proposed Change of Use Application will not have a significant adverse environmental impact. The action involves a Change of Use Application for Commercial Retail establishment to use permises for retail sale of Antiques. The project is located at 11 Oakland Avenue, Village of Warwick.

Orange County - The Planning Board of the Village of Tuxedo Park, as lead agency, has determined that the proposed Lindsay Subdivision will not have a significant adverse environmental impact. The action involves water extensions. The project is located in the Village of Tuxedo Park.

Orange County - The Planning Board of the Town of Wallkill, as lead agency, has determined that the proposed Orange Plaza Mall Redevelopment - Amended Site Development Plan and Special Permit will not have a significant adverse environmental impact. The action involves Site Development Plan Special Use Permit modifications including finalization of the site development details for an Applebee’s restaurant, one of the two previously approved free-standing restaurant sites, an increase in the size of the second free-standing restaurant site from a previously approved 5,0000 square feet to 10,000 square feet for development as a Chuck E. Cheese’s restaurant, including the additional Special Permit Use classification of “amusement establishments, pinball and video arcades” as defined at §249-28 C(4) of the Town of Wallkill Code, and the modification of the K-Mart building for an approximate 1,4000 square foot addition. The project is located in the Town of Wallkill at the southeast corner of the intersection of State Route 211 and Dunning Road.

Rockland County - The Planning Board of the Town of Ramapo, as lead agency, has determined that the proposed 24 and 27 Orchard Street Corp. Subdivision and Rockland Kosher Market will not have a significant adverse environmental impact. The action involves the re-subdivision of the subject site and to demolish the existing houses and warehouse so as to construct a 187,625 square foot mall and supermarket with an accessory warehouse. The project is located on the east side of Route 306 north of its intersection with Route 59, within the Neighborhood Shopping District, Town of Ramapo.

Westchester County - The Planning Board of the City of Rye, as lead agency, has determined that the proposed Recreation Bond Referendum will not have a significant adverse environmental impact. The action involves a bond referendum to fund various recreation improvements within the City including the installation of athletic fields at Disbrow Park and on property to be acquired by the City at the corner of Playland Parkway and Milton Road (a.k.a. "Rye Nursery"); renovation and addition to the Damiano Recreation Center; and development and implementation of a Rye Scenic Trailway. These recreational facilities were identified as priorities in the City of Rye Recreation Master Plan completed in March 2000.

Positive Declaration

Putnam County - The Town Board of the Town of Kent, as lead agency, has determined that the proposed construction of a Town Center may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. The action involves a new Town Hall, Library, Police Station and future Senior Center, as well as Senior Housing on a 65.72 acre parcel. The project is located on Route 52 in the Town of Kent.

Dutchess County - The Planning Board of the Town of LaGrange, as lead agency, has determined that the proposed Independent Wireless One Leased Realty Corporation/Sprint PCS-Smith-East Fishkill Wireless Communication Facility may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. The action involves application for a Special Use Permit and Site Plan approval and related permits, to authorize the development of a Wireless Telecommunication Facility on an approximate 0.65-acre leased portion of an approximate 5.5-acre single-family residentially-developed lot with the R-120 (Residential) District. The project includes development of an access road from the existing residential driveway to the lease area, the installation of a 120' E-lam wood telecommunications monopole and the mounting thereon of six (6) panel-type antennas, and installation of fencing to create a 25' x 25' equipment compound at the base of the telecommunication monopole. The project is located at 18 Apple Summit Lane, Town of LaGrange.

Notice of Acceptance of Draft EIS and Public Hearing

Orange County - The Village Board of the Village of Warwick, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Leyland Planned Adult Community. A public hearing on the Draft EIS will be held on November 14, 2001 at 7:30 p.m. at the Park Avenue School, Park Avenue, Warwick, New York, and will be continued November 28, 2001 at the same time and location. Written comments on the Draft EIS will be accepted until December 15, 2001. The action involves the acceptance and approval of a Planned Adult Community consisting of 260-units of single and multi family residences to be constructed on 146-acres on parcels currently located in the village of Warwick and Town of Warwick.

Orange County - The Town Board of the Town of Tuxedo, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Sterling Forge Estates. A public hearing on the Draft EIS will be held November 28, 2001 at 7:30 p.m. at Tuxedo Town Hall, Community Room, One Temple Drive, Tuxedo, New York. Written comments on the Draft EIS will be accepted until December 7, 2001 or ten days following the close of the public hearing, whichever is later. The action involves the rezoning of approximately 413.0-acres of land and the subsequent development of Sterling Forge Estates, a development to consist of 103 single family residences and an 18-hole daily-fee golf course. The project is located on Long Meadow Road in the Town of Tuxedo.
