Project Description: The applicant proposes to rehabilitate the southbound roadway of the FDR Drive from East 56th Street to East 63rd Street. A temporary three lane pile supported roadway is proposed to be constructed east of the FDR Drive in the East River to enable total closure of the southbound structure for its accelerated rehabilitation. The duration of the project is estimated to be 30 months. The temporary pile supported roadway structure will be removed upon project completion. As a condition of the permit NYSDOT will compensate for impacts associated with the project by implementation of mitigation measures required by NYSDEC. |

Project Description: The Department has prepared a Draft Permit and has made a tentative determination to approve this application. The existing Consolidated Edison East River Generating Station is an electric and steam generating plant that includes two very large boilers fueled with either natural gas or residual oil. The site is located at 701-827 East 14 Street, New York 10009. The facility is subject to Title V requirements as it is a major source of oxides of nitrogen (NOx) which exceeds 25 tons per year. This draft permit was previously noticed on September 5, 2001. It has been revised to include the permit conditions for the construction and operation of two additional gas turbine cogeneration units proposed by Consolidated Edison. The units were included in the State Facility permit issued on August 20, 2001. Because the conditions for these units are now included in the draft Title V permit, it is necessary to re-notice this permit for public comment. The application, draft permit, relevant supporting materials and regulations are available for review during normal business hours at the DEC office provided in this notice. Comments of support or objection may be made by filing a written statement by the deadline date indicated. DEC may schedule a public hearing based upon an evaluation of the nature and scope of any written objections raised. Hearing notices will contain instructions on filing for party status and submitting comments. In accordance with 6 NYCRR Parts 621.5(d)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6 NYCRR Part 201. |
