Project Description:

The Village of Addison has submitted an application for the operation of a new water well with a capacity of 350 gallons per minute. The well is located north of Lodge Street 200 feet east of the Town/Village line. Up to 3700 cubic yards of fill will be placed at the edge of the flood plain of the Canisteo River so that the site is protected from flooding. The water will be treated to remove iron. The wastewater discharge from this removal process will flow to the public sewer. Chemicals used in the process will be regulated under the NYSDEC Chemical Bulk Storage Regulations. A well head protection plan is required to insure that groundwater is not contaminated by nearby landuses , and it will include the existing wells adjacent to the school athletic fields.

State Environmental Quality Review (SEQR) Determination: Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.
SEQR Lead Agency: Addison Town Board
State Historic Preservation Act (SHPA) Determination: A cultural resources survey has been completed. The report of the survey is on file. No archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.
Coastal Management: This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The Department has made a tentative determination to approve an application for a modification of an existing SPDES permit to discharge to the Cohocton River via an existing outfall located at the Kraft Pollio Dairy, located at 8600 Main Street, between Route 17 and the Cohocton River. The facility, which processes milk and produces cheese and associated products, discharges wastewater which is currently treated by two aerobic lagoons and clarifier. The existing lagoons are exhibiting anaerobic conditions and related odor problems due to increased facility throughput and associated overloading.

Kraft Inc. proposes to construct a new wastewater treatment facility (WWTF) which will be designed to treat an average flow up to 800,000 gallons per day by an anaerobic Mobilized Film Technology (MFT) reactor with Sequencing Batch Reactor (SBR). The new facility will consist of a 39-foot high equalization tank, heat/mix tanks, control building (which will house the MFT reactor and a settling vessel), SBR, rapid mix wet well, and the existing final clarifier system. The new WWTF will be located south and southeast of the existing lagoons, and north of the Cohocton River.

The new WWTF will generate digested sludge which will be pressed or centrifuged and then be land applied. Currently the existing WWTF generates undigested sludge which is land applied. The amount of land spreading will be decreased as a result of this project. The lagoons will be maintained on line as a back up system over an approximate two year period after the operation of the new system. The anaerobic digester system biogas will be used to power a boiler or cogenerator and/or flared to incinerate all biogases, thereby minimizing odors from the new facility.

The Department, acting as lead agency, issued a Negative Declaration on July 9, 2001. The Department determined that the new facility would not result in a significant impact to the environment and would result in improvements in odors and water quality. The Draft SPDES permit, application and SEQR documentation, and Negative Declaration are available for review and comment at the NYSDEC Region 8 Office.
