Project Description:

The applicant manufactures consumer tableware and has requested a modification of their existing wastewater discharge permit discharging to the Chemung River at the facility at One Steuben Street. The request is to change the water treatment chemicals that are used to allow a change from bulk liquid chemicals to a solid chemical system. The draft permit which is availabe for review contains limits on the discharge and a sampling/analysis as part of a compliance schedule. In addition the draft has a new limit on ethylene glycol.

State Environmental Quality Review (SEQR) Determination: Project is not subject to SEQR because it is a Type II action.
SEQR Lead Agency: None Designated
State Historic Preservation Act (SHPA) Determination: The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.
Coastal Management: This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
Opportunity for Public Comment: Comments on this project must be submitted in writing to the Contact Person no later than Nov 13 2001.

Project Description:

The applicant proposes to develop and operate a 10 acre surface sand and gravel mine within a 100 acre parcel located on South Church Road approximately 0.5 miles south of the intersection of CR 121 in the Town of Wayland. The mine is intended to operate as a traditional surface extraction of the Howard series of gravelly loam which is the predominate soil type on the site. Mining is not proposed for below the local water table. Excavation will be done by mechanical equipment, standard for sand and gravel mining operations. Mining is proposed to remove approximately 550,000 cubic yards of aggregate sand and gravel over the operational life of the mine. Material will be stockpiled as unprocessed "run-of-bank", or processed with a portable screen and/or crusher having a maximum processing rate that will not exceed 100 tons-per-hour (TPH). Final reclamation will restore the site to agricultural use. Reclamation will include the replacement of stockpiled topsoil, and re-seeding with an approved USDA SCS seed mixture. The reviewed life-of-mine (LOM) area is 10 acres. Application materials are available for public review and comment at the Regional Office of NYS DEC.

State Environmental Quality Review (SEQR) Determination: Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.
SEQR Lead Agency: NYS Department of Environmental Conservation
State Historic Preservation Act (SHPA) Determination: Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.
Coastal Management: This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
