Project Description: The Department has drafted a permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law (ECL) and Title V of the Federal Clean Air Act Amendments, and made a tentative determination to approve this permit for the existing Trigen-Syracuse Energy facility, located at 56 Industrial Drive, Syracuse, NY 13204. This facility primarily consists of five pulverized coal fired boilers each rated at 275 mmBtu/hr and connected to a common exhaust stack. The facility is permitted to burn low sulfur coal and up to 30% by weight alternative fuel fluff prepared from non-recyclable, pre-consumer waste paper products. The facility is equipped with Low-NOx burners and a baghouse for particulate control. The application, draft permit, relevant supporting materials and regulations are available for public review at the Region 7, Syracuse office, during normal business hours. Comments of support or objection may be made by filing a written statement by the deadline date indicated. DEC may schedule a public hearing based upon an evaluation of the nature and scope of any written objections raised. Hearing Notices will contain instructions on filing for party status and submitting comments. In accordance with 6NYCRR Parts 621.5(d)(9) and 201-6.4(c), the administrator of the US Environmental Protection Agency(USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201. |
