EMISSION UNIT U-00001 IDENTIFIES THE HOT MIX ASPHALT BATCH PLANT. HOT MIX ASPHALT IS PRODUCED BY COMBINING LIQUID ASPHALT CEMENT, VARIOUS SIZES OF AGGREGATE, AND RECLAIMED ASPHALT PAVEMENT (RAP). FACILITY EMISSIONS ARE LIMITED BELOW MAJOR STATIONARY SOURCE THRESHOLDS. SPECIFICALLY, THE COMBINED EMISSIONS FROM THE FOUR EMISSION UNITS WILL BE LIMITED TO 95 TONS PER YEAR EACH FOR OXIDES OF NITROGEN (NOX), CARBON MONOXIDE (CO), AND PARTICULATE MATTER, 47.5 TONS PER YEAR OF VOLATILE ORGANIC COMPONDS (VOCs) AND 85 TONS PER YEAR OF SULFUR DIOXIDE (SO2). Project Description:

The Department has prepared a Draft State Facility Permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law and the Federal Clean Air Act Amendments and made a tentative determination to approve this application.

This is a re-notice of a previously noticed draft Title V permit. The Department has now prepared a draft State Facility permit for an existing 230 ton per hour asphalt batching plant. The facility has agreed to limit asphalt production to 350,000 tons per year to remain below the applicability limits of Title V. The facility is subject to the New Source Performance Standard (NSPS) 40 FR 60 Subpart I, entitled, Standards of Performance for Asphalt Concrete Plants and has been previously stack tested to demonstrate compliance with the regulation. The facility includes the emissions of fugitive particulates which are generated from the processing of the aggregate which makes up the asphalt product. A rotary dryer is used to dry the raw materials. The dryer is equipped with an H&B Internal Separator and an H&R Model 518 Baghouse to control particulate emissions. The aggregates are further conveyed to a Pugmill where the liquid asphalt cement is added and the final batch is weighted and loaded into trucks. The facility will keep daily records to demonstrate compliance with this cap.

By acceptance of this permit, the permittee agrees that the permit is contingent upon strict compliance with the ECL, all applicable regulations, the General Conditions specified and any Special Conditions included as part of this permit.

The Application and Draft Permit are available for review at the Regional Office of the New York State Department of Environmental Conservation.
