The facility manufactures and prints on plastic packaging materials using mostly water based inks. The facility is requesting a RACT waiver from 6NYCRR Part 234 for the use of a limited amount of solvent based ink. The facility is proposing to cap out total facility volatile organic compounds (VOC) emissions to below 10 tons per year. The operation is subject to the provisions of State Facility specified under 6NYCRR Part 201-5.1(a)(2). The application, draft permit, relevant suporting materials and regulations are available for review during normal business hours at the DEC office provided in this notice. Comments of support or objection may be made by filing a written statement by the deadline date indicated. DEC may schedule a public hearing based upon an evaluation of the nature and scope of any written objections raised. The Department has made a tentative determination to approve an application for an existing facility, Port Authority of NY & NJ - LA Guardia Airport, located in Flushing, NY 11371. The applicant operates and maintains infrastructure at the La Guardia Airport in Queens. This includes, but is not limited to, roadways, runways and taxiways. The air emission sources of the facility include boilers, water heaters, air heaters, snow melters, emergency generators and gasoline tanks. The combustion sources of the facility consume natural gas, #2 fuel oil and diesel fuel.
