Project Description:

The Department has received a State Facility Air Permit Application from the General Electric Company, Selkirk Plastics plant, for the installation of a distillation column, a low-NOx burner, a replacement combustion air preheater, and several other minor changes to accommodate a higher Alklyated Products production rate and Heat Transfer Oil Furnace firing rate. Monomer is either produced (sic 2869) from raw materials or purchased. The monomers are polymerized to form plastic resins. Manufactured and purchased resins are compounded at the facility by adding colorants and other ingredients to provide desired properties.

This application includes federally enforceable, permit conditions limiting the Heat Transfer Oil Furnace NOx and SO2 emissions to 39.2 tons per year (tpy) and 38.8 tpy respectively, thereby capping the Heat Transfer Oil Furnace out of both CFR Part 52.21 A (PSD) and 6 NYCRR Part 231(NSR). The application also includes federally enforceable permit conditions that limit plant-wide NOx and SO2 emissions to 152.9 tpy and 39.85 tpy respectively.

The facility includes both continuous and batch processes, a packaging operation, an energy recovery boiler, and a wastewater treatment plant. The facility is approximately eight miles southwest of Albany, NY, on a 700 acre site of which 60 acres are industrialized, in the Town of Bethlehem, Albany County. The facility operates 24 hours a day, 7 days a week. The application and draft permit are available for review at the NYSDEC Region 4 Office, 1130 North Westcott Road, Schenectady, NY 12306.

The Town of Bethlehem has proposed a realignment of Blesssing Road at Krumkill Road in the Town of Bethlehem. There will be direct impacts to 0.93 acres of federally regulated wetlands. Project Description:

The Department has received an application from King Road Materials, Inc. to burn Waste Fuel A, and number 4 oil in addition to natural gas and Number 2 oil, in its two asphalt plants located at its Cordell Road facility in the Town of Colonie. Currently, the applicant is permitted to burn only natural gas and Number 2 oil.

The applicant has proposed to accept a cap on emissions of carbon monoxide (CO), sulfur dioxide (SO2), particulate matter less than 10 microns (PM10), oxides of nitrogen (NOX), volatile organic compounds (VOC), and individual and total hazardous air pollutants (HAP), which will restrict the potential to emit from the facility to a level which is less than the applicability threshold for Title V. These levels are: 100 tons per year for CO, SO2, PM10, and NOX; 50 tons per year for VOC; 10 tons per year for each individual HAP and 25 tons per year for total HAP. By accepting these state and federally enforceable limits, the facility will not be subject to this regulation.

The applicant has agreed to permit conditions which will limit emissions of the above contaminants to less than the above thresholds. The permittee will be required to maintain records of the analysis sheets received with each waste oil delivery, production data, and generator operating hours, and to report this data to verify compliance with permit conditions and limits. This permit application is available for review at the NYSDEC Region 4 Office, 1130 North Westcott Rd., Schenectady, NY.

THE BOWMAKER POND DAMD & DREDGING PROJECT, WHICH HAS BEEN PREVIOUSLY NOTICED, HAS BEEN MODIFIED TO INCLUDE AN OUTLET UNDER STATE ROUTE 10 TO THE WEST CREEK DRAINAGE BASIN FOR THE PURPOSE OF REDUCING FLOWS OVER THE DAM TOWARDS THE VILLAGE OF SHARON SPRINGS DURING MAJOR STORM EVENTS. THE MAXIMUM ANTICIPATED FLOWS TO WEST CREEK WILL BE APPROXIMATELY 35 CUBIC FEET PER SECOND. THIS OUTFALL STRUCTURE WILL CONSIST OF TWO 42 INCH CULVERT PIPES AND A CONCRETE WEIR TO REGULATE FLOWS. THE SITE IS LOCATED EAST OF SR 10, APPROXIMATELY 1/2 MILE SOUTH OF SR 20 IN THE TOWN OF SHARON SPRINGS.
