Project Description:

The Department has received a Mined Land Reclamation application from J G Turner Inc for a modified permit for an existing 21.7 acre surface gravel mine within an 87 acre parcel J G Turner Inc owns located on Cork and Rawson Roads in the Town of Victor, Ontario County. The 87 acre site includes a closed and capped 25.5 acre construction and demolition debris landfill adjacent to the mine site.

Of the 21.7 acre mine site, 0.7 acres represents new land added to the Life of Mine area, to include a topsoil berm which will be used for final site reclamation. The modification sought involves disposal of inert fill material in most of the remaining 21 acres of the mine, raising the final elevation of the reclaimed mine floor 15 feet. The fill will be limited to recognizable uncontaminated concrete and concrete products (including embedded steel or fiberglass reinforcing rods), asphalt pavement, brick, glass, soil, and rock. These materials are classified as exempt from the permit requirements of 6 NYCRR Part 360, provided no fee is charged for disposal. J G Turner Inc has indicated a maximum disposal rate of 240 cubic yards per month, from its own construction and excavation activities, or approximately 5 truck loads of exempt material per week. With concurrent mining operations at a maximum rate of 30,000 cubic yards per year, the maximum truck traffic should remain at 2 round trips per hour.

Operation of the mine will resume as a traditional surface extraction of gravel. Mining is not proposed for below the local water table. Excavation will be by mechanical equipment, and will remove the remaining 600,000 to 700,000 cubic yards of gravel over the estimated 20 to 40 year operational life of the mine. Material processing on site is limited to screening. Final reclamation will restore the site to non-agricultural meadow or brush land and will include the replacement of stockpiled topsoil and reseeding.

State Environmental Quality Review (SEQR) Determination: Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.
SEQR Lead Agency: None Designated
State Historic Preservation Act (SHPA) Determination: The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.
Coastal Management: This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
Opportunity for Public Comment: Comments on this project must be submitted in writing to the Contact Person no later than Oct 15 2001.
