Project Description: The Department has drafted a permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law (ECL) and Title V of the Federal Clean Air Act, and has made a tentative decision to approve this permit for the applicant's printed circuit board manufacturing operations in Endicott, NY. Emissions from this facility are controlled in accordance with multiple state regulations. In particular, emissions from fossil fuel combustion in the power house boilers are subject to 6 NYCRR 225 and 227; fabric coating operations at this facility are controlled by a volatile organic compounds (VOC) oxidizer; coatings used to paint metal parts comply with 6 NYCRR Part 228 using low-VOC compliant coatings; two processes, subject to 6 NYCRR 212.10, use carbon adsorption to treat VOC emissions; and DEC is including a long-standing fuel sulfur limit that was taken to avoid prevention of significant deterioration (PSD). In accordance with 6 NYCRR parts 621.6(d)(9) and 201-6.1(c), the Administrator of the US EPA has authority to bar issuance of a Title V Facility Permit if it is determined not to be in compliance with the applicable requirements of the Clean Air Act or 6 NYCRR Part 201. The application, draft permit and supporting materials are available for review during normal business hours at the DEC Region 7 sub-office at 1285 Fisher Avenue, Cortland, NY. Comments of support or objection may be made by filing a written statement by the deadline date indicated. DEC may schedule a public hearing based upon an evaluation of the nature and scope of any written objections raised. Hearing notices will contain instructions on filing for party status and submitting comments.
