Project Description:

The applicant Rochester Gas & Electric proposes to rebuild a section of the utilities' Cabot III gas transmission line in the Town of Gates. The work will require some limited disturbance in the regulated wetland and adjacent area of wetland GT-3. A new, 16 inch wrapped steel replacement pipe will be constructed along an existing gravel road on the west edge of the wetland. Disturbance to the regulated areas will be minimized by using the gravel road bed for access during trench excavation and restoration. Clearing of some wetland vegetation will be required to facilitate this construction, but will be the minimum amount needed to accomplish this installation. On completion of the new line, the existing, deteriorated pipe will be secured and abandoned in place. The project site is on the south side of Buffalo Road, approximately 1,000 ft. east of the Pixley Road intersection.

State Environmental Quality Review (SEQR) Determination: Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.
SEQR Lead Agency: None Designated
State Historic Preservation Act (SHPA) Determination: A Structural-Archaeological Assessment Form has been completed. The proposed activity will not impact on registered, eligible or inventoried archaeological sites or historic structures.
Coastal Management: This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
Opportunity for Public Comment: Comments on this project must be submitted in writing to the Contact Person no later than Oct 5 2001.

Project Description:

The applicant proposes to modify the approval for an existing sand and gravel mine on Church Road. The modification includes an increase in the Life-of-Mine area from 13.4 acres to 47 acres. The mine will continue to operate as a traditional surface excavation, including screening and crushing, of the Howard series of sand and gravel using mechanical equipment standard for this type of mining operation. Materials will be not be mined from below the water table. The area has been previously used for mining, no significant change to traffic volumes or hours of operation are anticipated. The project site is the Myers property located on a 47 acre parcel east of Church Road, approximately 1/4 miles south of the County Rt. 21 and Church Road intersection. Mining is proposed to remove approximately 3,950,000 cubic yards of aggregate sand and gravel over the estimated 40 year operational life of the mine from the additional acreage covered by this modification. Final reclamation will restore the site to agricultural use/open land. Reclamation will include the replacement of stockpiled topsoil, and re-seeding with an approved USDA SCS seed mixture. The reviewed life-of-mine area is 47 acres. Application materials are available for public review and comment at the Regional Office of NYS DEC.

State Environmental Quality Review (SEQR) Determination: Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.
SEQR Lead Agency: NYS Department of Environmental Conservation
State Historic Preservation Act (SHPA) Determination: Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.
Coastal Management: This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
Opportunity for Public Comment: Comments on this project must be submitted in writing to the Contact Person no later than Oct 19 2001.
