Project Description: The Department proposes to issue a Title V permit for the application that was received for the Norlite Corporation located at 628 South Saratoga Street, City of Cohoes, County of Albany. The facility is a shale aggregate plant which produces light-weight aggregate by superheating the shale in kilns. The facility includes two aggregate kilns, raw shale processing equipment, finished product processing mill, storage for raw material and finished product , and a shale mine. The facility burns hazardous waste fuels, oil and gas in the kilns. The facility also includes a hazardous waste fuel handling facility which supplies fuel to burn in the two kilns. The kilns are currently subject to 6NYCRR Part 212. On September 30, 2002, the Federal NESHAPS MACT regulation becomes applicable. RCRA requirements are in the Hazardous Waste Permit and not included in the Title V Draft Permit. The shale processing is regulated under 6NYCRR Part 212 and 40CFR Part 60, Subpart 000. The Draft Permit and application are available for inspection and comment at the Region 4 Office. In accordance with 6NYCRR Parts 621.5(d)(9) and 201.6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201. |

Project Description: The Department has made a tentative determination to modify an existing permit for Plambeck's Mobile Home Park. The modification is proposed to add one existing outfall to the permit, discharging 3,250 gpd of treated sanitary wastewater to Kinderhook Creek, in addition to the permitted outfall discharging 8,550 gpd of treated sanitary wastewater to Kinderhook Creek. The current permit showed only one of the two existing outfalls. The site is located on Route 9 in the Town of Stockport, Columbia County.
