The applicant proposes to stabilize and prevent further erosion of the shoreline on his property on Owasco Lake, by placing rip-rap approximately 100' along the shoreline and 1 1/2 foot below the Mean High Water Mark (713.6'), with the rip-rap extending 3 feet into the shoreline, with a height of 3 feet. The rip-rap will be back filled with approximately 5.6 cubic yards of suitable material. The existing dock will be permanently removed and the eroding slope will be adjusted and seeded to prevent further soil loss. The site is located at 399 Cotton Wood Lane, Fire Lane# 4, Town of Owasco.

Project Description:

The Department has drafted a permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law (ECL) and Title V of the Federal Clean Air Act Amendments, and made a tentative determination to approve this application for an existing facility (Elmer's Products Inc.) located at 151 County Route 38, Guilford Road, Bainbridge, NY. This facility is engaged in the manufacture of adhesive and glue products. Primary activities at the facility include manufacturing, product packaging, quality control, laboratory, warehouse, and supporting operations. Supporting operations include maintenance, utilities, wastewater, and administration offices. Certain of these activities are considered exempt or trivial, under the Title V permit program. Adhesive and glue manufacturing activities include batch polymerization processes to produce the primary raw material, compounding tanks to mix intermediate product with specialized additives, and product packaging operations.

Emissions from this facility are controlled in accordance with multiple state and federal regulations. In accordance with 6 NYCRR Parts 621.5(d)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6 NYCRR Part 201.

The application, draft permit and supporting materials are available for review during normal business hours at the DEC Region 7 sub-office at 1285 Fisher Avenue, Cortland, NY. Comments of support or objection may be made by filing a written statement by the deadline date indicated. DEC may schedule a public hearing based upon an evaluation of the nature and scope of any written objections raised. Hearing notices will contain instructions on filing for party status and submitting comments.

Applicant proposes construction and operation of an 18-hole golf course with clubhouse facility including parking on 161.9 acres in the Town of Elbridge, Onondaga County. Specific DEC regulated activities include wetland and stream crossing over Skaneateles Creek, a sanitary waste system from the clubhouse with groundwater discharge and stormwater discharges. The site is located on the south side of Route 5 west of the Village of Elbridge and Tessy Plastics, Inc. Project plans and application are avialable for review in the Syracuse Office.

State Environmental Quality Review (SEQR) Determination: Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.
SEQR Lead Agency: NYS Department of Environmental Conservation
State Historic Preservation Act (SHPA) Determination: A cultural resources survey has been completed. The report of the survey is on file. No archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.
Coastal Management: This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
