Project Description: The Department has prepared a Draft State Facility Permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law and made a tentative determination to approve this application. The Plaza Materials facility is an existing 180 ton per hour hot mix asphalt plant located on Ruscitti Road, Town of New Windsor, New York. Equipment at the facility consists of: three hot mix storage silos; stockpiles and storage bins for aggregate stone, screenings and sand; a conveyor system; drum dryer; pugmill; baghouse; three asphalt cement heated storage tanks; a hot oil heating system; and two #2 fuel oil storage tanks. The facility is subject to the particulate and opacity standards in accordance with 40 CFR 60 Subpart I. Annual production of hot mix asphalt is capped below 450,000 tons per year to limit emissions below major stationary source thresholds. By acceptance of this permit, the permittee agrees that the permit is contingent upon strict compliance with the ECL, all applicable regulations, the General Conditions specified and any Special Conditions included as part of this permit. The Application and Draft Permit are available for review at the Regional Office of the New York State Department of Environmental Conservation.

The project site is located on the southwest side of Sullivan County Route 176 approximately 0.25 mile south of the intersection with Long Avenue. The purpose of the project is to eliminate streambank erosion that is undermining a billboard structure located on the property. The project involves realignment of the channel approximately 40 feet to the northeast and the placement of rip-rap along about 160 linear feet of one side of the relocated channel. |

Project Description: The Department has prepared a Draft Permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law and Title V of the Federal Clean Air Act Amendments and made a tentative determination to approve this application. This is a Title V application for an existing 230 ton per hour asphalt batching plant. The facility is subject the New Source performance Standard (NSPS) 40 CFR 60 Subpart I, entitled, Standards of Performance for Asphalt Concrete Plants and has been previously stack tested to demonstrate compliance with the regulation. The facility includes the emissions of fugitive particulates which are generated from the processing of the aggregate which makes up the asphalt product. A rotary dryer is used to dry the raw materials. The dryer is equipped with an H&B Internal Separator and an H&R Model 518 Baghouse to control particulate emissions. By acceptance of this permit, the permittee agrees that the permit is contingent upon strict compliance with the ECL, all applicable regulations, the General Conditions specified and any Special Conditions included as part of this permit. In accordance with 6NYCRR Parts 621.5(d) and 201-6.4, the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with the applicable requirements of the Clean Air Act of 6NYCRR Part 201. The Application and Draft Permit are available for review at the Regional Office of the New York State Department of Environmental Conservation. |
