Project Description: The applicant proposes the reconstruction and restoration of the Red Hook waterfront from the Beard Street warehouse to to Pier 41. The work includes repair of a boat launch ramp at the north end of Beard Street, construct of a boardwalk and placement of rip-rap south of Pier 41, placement of rip-rap southwest of the boardwalk and at the head of Pier 44, construction of a 200 foot by 12 foot pier in the location of the remains of former Pier 44, installation of a bulkhead at the end of Conover Street, placement of rip-rap and construction of a 25 foot pier; 30 foot ramp and 10 foot by 60 foot floating dock between Conover Street and Van Brunt Streets and placement of rip-rap along the north side of Beard Street Pier with new steel sheeting along the seaward edge of the pier. |

Project Description: The applicant proposes to construct and operate a new truck-to-rail solid waste transfer station which will receive and process for export municipal solid waste generated on Staten Island. The transfer station will have a design throughput capacity of 2,880 tons per day; the estimated average throughput will be 1,150 to 1,200 tons per day. The facility will cover an approximately twenty-acre site currently used for administrative and other non-landfilling functions at the Fresh Kills Landfill, located north of Fresh Kills Creek and west of the West Shore Expressway. All solid waste transfer activities will take place within a fully-enclosed, 70,000 square foot building. A 3,300-foot rail spur will be constructed to connect the facility to the end of the existing Travis branch of the Staten Island Railroad. The spur will cross tidal wetlands north of Little Fresh Kills and east of the Arthur Kill. Stormwater outfall contruction will additionally affect tidal wetlands along Fresh Kills Creek. The applicant will mitigate for wetland habitat losses by creating and restoring additional tidal wetland areas in the vicinity of the facility site at a ratio of no less than 3 times the wetland area lost or disturbed. |
