Negative Declaration

Broome County - The Broome County Legislature, as lead agency, has determined that the proposed Binghamton Regional Airport Snow Removal Vehicle Building will not have a significant adverse environmental impact. The action involves the construction of two buildings, and ancillary developments to be owned and operated by the Broome County Department of Aviation. The project will be located in a previously disturbed, developed portion of the airport. Building 1 is an unheated dome building for the storage of sand and deicing materials. This structure will be 50-feet in diameter and have a total height of almost 30 feet. The building will be constructed of pre-stressed plywood skin panels and will have a paved floor area of 1,856 feet. Building 2 is a heated building which will provide for storage of existing snow removal equipment, vehicle maintenance and supplies, office/maintenance operation areas. The building will be a pre-engineered metal building composted of long-life metal panel siding and masonry concrete block facing. The structure will be less than 35 feet tall with a finished floor area of 22,493 sq. ft. with a 3,930 sq. ft. mezzanine. The project is located at the Binghamton Regional Airport, 2534 Airport, Road, Johnson City.

Positive Declaration

Onondaga County - The Town of Manlius Planning Board, as lead agency, has determined that the proposed Nice N Easy Convenience Store/Austin Meadows may have a significant adverse environmental impact and a draft EIS must be prepared. The action consists of an eight-acre, light commercial campus on the corner of Route 92 and Enders Road, a moderate density residential townhouse development on 40 acres and a two-acre park land donation along Limestone Creek. The project is located in the southeast corner of the intersection of Route 92 and Enders Road, Town of Manlius.

Onondaga County - The Town of Clay Town Board, as lead agency, has determined that the proposed Second Amended Application for a Zone Change - Amerada Hess Corporation and Pitcher Hill Associates may have a significant adverse environmental impact and a draft EIS must be prepared. The action involves the change of zone for approximately 8.9 acres from Apartment (R-4) District to Gasoline Facilities (C-4) District (1.8 acres) and Office (C-1) District (71 acres). The project is located in the south east corner of Bear and Buckley Roads, Town of Clay.
