Notice of Availability for Comment
Name of Volunteer: Cornell University
Site Name and No.: Long Island Horticultural Research and Extension Center #V00234-1
Project Location: Region 1, Suffolk County, Town of Riverhead
Project Description: The site is located in a mixed residential/agricultural community. Access to the site is unrestricted. Operations at the facility include the planting and care of diverse crops in small experimental land plots located in both open fields and in greenhouses. Various pesticides are mixed and applied to crops in the different experimental plots. Upon completing a specific pesticide application, the application tanks are rinsed clean. Historically, rinsate water was discharged into an evaporation pit and a rock drain area located on the property. While these disposal practices have been discontinued, past discharges have contaminated on-site soil and groundwater with pesticides. The facility is currently in compliance with NYSDEC RCRA requirements. Under the approved work plan, contaminated soil will be removed from both the evaporation pit and the rock drain. Confirmatory soil sampling will be conducted to ensure that residual soil contamination does not exceed the NYSDEC’s Soil Cleanup Objectives. An additional groundwater monitoring well will be constructed to supplement the four on-site wells currently in place. The site-specific groundwater flow direction and groundwater quality will then be confirmed. Cornell University intends to continue to utilize the site as a horticultural research laboratory.
Comment Period: The project work plan is available for review at the location below. Written comments on this action will be accepted for 30 days following the date of this notice. Written comments expressing objection or opposition to the project must explain the basis of that opposition and identify the specific grounds which could lead the Department to impose significant changes to the work plan. No formal response is made to comments received but, as a result of comments, the Department may re-evaluate and make revisions to the work plan.Contact Person: Jamie Ascher, Engineering Geologist 2, NYSDEC, Region 1, Building 40, SUNY, Stony Brook, NY 11790, (631) 444-0246 fax:(631) 444-0248
