Project Description:

The applicant proposes to relocate a debris basin on Root Creek in order to facilitate the construction of a new bus garage. The new catch basin will be constructed south of the existing basin. The location of the work (700 feet downstream of the Route 417 bridge over Root Creek) is within a New York State maintained flood control project.

State Environmental Quality Review (SEQR) Determination: Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.
SEQR Lead Agency: THE STATE EDUCATION DEPARTMENT
State Historic Preservation Act (SHPA) Determination: Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.
Coastal Management: This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
Opportunity for Public Comment: Comments on this project must be submitted in writing to the Contact Person no later than Sep 21 2001.

Project Description:

The applicant proposes to install approximately 900 feet of steel sheet pile bulkhead in front of a deteriorating concrete retaining wall on the bank of the Niagara River. The existing concrete retaining wall is a safety hazard and public nuisance. Armor stone would be placed in front of the new bulkhead and serve as toe protection for the new wall. The work site is located adjacent to the River Walk Bike Path, immediately upstream of the confluence of the Niagara River and the Erie Barge Canal across the channel from Tonawanda Island.
