Project Description:

The Chemung County Soil & Water Conservation District has applied for a Section 401 Water Quality Certification to remove gravel, trees and stumps, shape, and grade along ~2500 feet of Jackson Creek (Class C) in order to realign the creek back to its 1995 channel location. Storms in 1996 and the failure of a beaver dam have caused excessive erosion and gravel deposition resulting in loss of pasture land. The project site is located on both sides of Jackson Creek Road ~3000' north of the Route 223 intersection. Application materials are available for public review and comment at the NYS DEC Regional Headquarters.

State Environmental Quality Review (SEQR) Determination: Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.
SEQR Lead Agency: None Designated
State Historic Preservation Act (SHPA) Determination: Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.
Coastal Management: This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
Opportunity for Public Comment: Comments on this project must be submitted in writing to the Contact Person no later than Sep 21 2001.

Project Description:

The Chemung County Soil & Water Conservation District proposes to protect a NYSEG gas line and a sewer district line, located on a flood control levee, from erosion occurring over a 700' curved section of Newtown Creek.. Existing gabion baskets, installed in 1983, have failed. The proposal includes installing 15 heavy stone stream barbs which are designed to redirect stream flow and disrupt the velocity gradient in the near-bank region. Project Description:

The applicant has enrolled in the Wetland Reserves Program, through which the Wayne County Soil & Water Conservation District has developed a proposal to restore and enhance an existing cattail marsh area of the NYS DEC regulated Freshwater Wetland (FWW) ON-51 (Class III) by excavating an approximate 2-acre open water area of 4' deep potholes connected by level ditching. Spoil will be deposited in the FWW adjacent area which is an existing wildlife crop field. These open water areas interspersed with wetland emergent vegetation will benefit waterfowl, fur-bearers, and other wildlife.
