Project Description: The Department has drafted a permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law (ECL) and Tatle V of the Federal Clean Air Act Amendments, and made a tentative determination to approve this application for an existing facility (Bristol-Myers Squibb Company) located at 6000 Thompson Road, Syracuse, NY. This facility is engaged in the manufacture of pharmaceutical preparations. Primary activities at the facility include manufacturing, quality control, research and development, laboratories, pilot plants, and supporting operations. Supporting operations include maintenance, utilities, wastewater pretreatment, and administration offices. Certain of these activities are considered exempt or trivial, under the Title V permit program. Pharmaceutical manufacturing activities include fermentation, products recovery, drying, and bulk packaging operations. Facility operations and permit limits will not change as a result of this Title V permit. In accordance with 6NYCRR Parts 621.5(d)(9) and 201-6.4(c), the Administrator of the United States Envrionmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201. The application, draft permit, supporting materials and regulations are available for review during normal business hours at the DEC's office at 615 Erie Blvd. West, Syracuse, NY. Comments of support or objection may be made by filing a written statement to the attention of Joanne L. March by the deadline date indicated. DEC may schedule a public hearing based upon an evaluation of the nature and scope of any written objections raised. Hearing notices will contain instructions on filing for party status and submitting comments. |

Project Description: NYSDEC Region 7 proposes to install up to 1000 feet of heavy rock rip-rap along various portions of north and south banks of the Salmon River for purposes of improving bank stabilization. Project location includes areas from approximately 100 to 900 feet upstream of the Route 52 bridge in Altmar and from 200 to 400 feet downstream of the bridge in an area known as the Schoolhouse Pool. All work areas are within the existing conservation easement stipulations. Project plans are available for review in the Syracuse and Cortland offices of DEC Region 7. |
