Project Description:

The stated purpose of this project is to alleviate safety hazards, posed to children and motorists, associated with a steep slope and failing wall adjacent to an existing culvert that runs under Oregon trail at the applicant's residence in the Town of Halfmoon. The project involves the proposed discharge of 1,996 square feet of fill into .05 acres of federally-regulated wetland and placement of 25 feet of 18" PVC pipe under the fill area to extend the existing culvert.

SEQR Lead Agency: None Designated

Project Description:

The applicant is proposing to stabilize a total of 455 linear feet of the White Creek. This will include the excavation of 800 cubic yards of gravel from the bed of the White Creek (a gravel bar located directly across from the stabilization site). The placement of 1020 tons of large rock rip rap to armor the stream bank. The purpose of this project is to improve the water quality (decrease turbidity) of the White Creek by limiting erosion and loss of cropland.

State Environmental Quality Review (SEQR) Determination: Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.

State Historic Preservation Act (SHPA) Determination: A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.
