Project Description: The Applicant, PSEG Power New York Inc, proposes to construct and operate the Bethlehem Energy Center, a gas-fired combined cycle power generation facility consisting of three General Electric 7 FA combustion turbines (CTGs), three heat recovery steam generators (HRSGs), one steam turbine generator (STG) and associated balance-of-plant systems and facilities. The primary fuel will be natural gas and the facility will have the capacity to use low (0.04 percent) sulfur distillate oil as a secondary fuel. The nominal electric generating capacity of the proposed facility will be approximately 750 megawatts (MW). The applicant proposes to withdraw an average of 4.72 million gallons per day (MGD) (8.53 MGD maximum) from the Hudson River via an intake structure located at the facility. Sanitary wastewater will be routed to the publicly owned treatment works at the Town of Bethlehem. Wastewater will be subject to appropriate monitoring and treatment and discharged to the Hudson River via existing outfalls. Stormwater will be discharged to the Hudson River via existing outfalls. The project is located on the site of an existing power generating facility, the Albany Steam Station, on State Route 144 in Glenmont, Town of Bethlehem, Albany County. Pursuant to 6 NYCRR Part 201, the applicant has opted to obtain a preconstruction permit authorizing construction and operation of the proposed Bethlehem Energy facility pursuant to 6 NYCRR Subpart 201-6.1(b), prior to obtaining a Title V permit. The Department has made a tentative decision to approve this air application and a draft permit is available for review. Project Description: The Department has made a tentative determination to approve an application to modify an existing permit for discharge of 6,000 gpd of sanitary wastewater and varying amounts of noncontact cooling water to the Black Creek (Class A)/FWW V-19. The applicant plans to combine two separate sanitary treatment systems into one, and change the treatment process from sand filter bed and chlorination to trickling filters, sand filter and chlorination. The permit will also be modified to relax the limits for pH from 6.5 - 8.5 to 6.0 - 9.0 for the sanitary discharge (001), add a 90 degree F temperature limit for the non-contact cooling water discharges (002 & 003), and correct the permit to reflect that 2 non-contact cooling water discharges exist. The system will be located in the adjacent area of FWW # V-19 approximately 30' further from the wetland than the present system. The facility is located at 46 School Road in the Village of Vorheesville, and manufactures air handling systems. |
