Project Description: The Onondaga County Health Department, through their Mosquito Borne Encephalitis Surveillance & Control Program, proposes to apply the adulticide Anvil 10 + 10 ULV to wetlands and their adjacent areas within Onondaga County for the control of vector mosquitos associated with Eastern Equine Encephalitis Virus (EEEV), West Nile Virus (WNV) and other arboviruses. The County has been divided into three areas of potential treatment for EEEV: Primary Treatment Area, which consists of a five mile radius surrounding three known major breeding areas in Northern Onondaga County; Secondary Treatment Area, which is the City of Syracuse and all the area south of the Primary Treatment Area to Routes 173 and 175; and Tertiary Treatment Area which is the rest of Onondaga County south of the Secondary Treatment Area. Control activities are initiated only when a need is determined to exist. Criteria for initiating adulticiding related to EEEV is based upon evaluation of adult mosquito species and population as compared with historical information. Criteria for initiating adulticiding related to WNV is set forth in the NYS and CDC guidelines for control of WNV. Open flowing bodies of water are not treated with adulticides. Treatment may occur form June through September of each year. The application of adulticides must be performed in accordance with the requirements of a valid Aquatic Pesticides Permit, issued by the Department including the notification provisions contained therein. Article 24 (Freshwater Wetlands) application materials are available for public review and comment at the Region 7 Office of the NYSDEC.

Project Description: The Department has drafted a permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law (ECL) and Title V of the Federal Clean Air Act Amendments, and made a tentative determination to approve this application for an existing facility (Consolidated Gas Borger Station) located at 219 Ellis Hollow Creek Road in Ithaca, NY. The Consolidated Gas Borger Station facility primarily consists of three Dresser Clark Model DC 990 gas turbines fired with natural gas. The draft Title V permit includes a limitation on the annual hours of operation for gas turbine unit #2 to enforce a PSD non-applicability determination. Besides this operating restriction, facility operations and permit limits will not change as a result of this Title V permit. In accordance with 6 NYCRR Parts 621.5(d)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6 NYCRR Part 201. The application, draft permit and supporting materials are available for review during normal business hours at the DEC's office at 1285 Fisher Avenue, Cortland, N.Y. Comments of support or objection may be made by filing a written statement by the deadline date indicated. DEC may schedule a public hearing based upon an evaluation of the nature and scope of any written objections raised. Hearing notices will contain instructions on filing for party status and submitting comments.
