Construct a dry stacked limestone retaining wall approximately 352' long x 3' to 4' high along the base of the existing bank and following the alignment of the bank along the St. Lawrence River at 45174 County Route 100A on Wellesley Island.

Dredge a total of approximately 8739 cubic yards of sediment from the existing marina channels, inner harbor and four large boathouses with 1.25' to 1.75' of material to be removed and deposited on the upland marina property at Harbor's End, Inc. located adjacent to Henderson Harbor and Freshwater Wetland H-4 along County Route 178.

The Department has made a tentative determination to approve the discharge of up to approximately 9300 gallons per day of treated crusher washwater/stormwater/groundwater (mine dewatering) from their Martinsburg quarry on Whittaker Road where the applicant mines sand, gravel and stone.

The applicant proposes to build a 80' x 40' house within the adjacent area of Freshwater Wetland SB-58. The House will be 64' from the wetland proper. The well, electric service, and driveway will also be in the adjacent area. The septic system will be outside the adjacent area. A twenty-five foot buffer of existing vegetation will be left undisturbed adjacent to the wetland. The site is located south of State Bridge and west of State Route 46.

The Department has made a tentative determination to approve the application for a modified SPDES permit to increase the flow limit to 0.075MGD for an existing discharge of treated sanitary wastewater into Gulf Creek from an upgraded and expanded municipal wastewater treatment plant operated by the Town of Dekalb on County Route 17 in Dekalb Junction in St. Lawrence County. The modified SPDES permit also includes more stringent water quality effluent limits due to a reevaluation of the flow in Gulf Creek.

The applicant has applied for a stream disturbance permit and water quality certification to construct a new dam and spillway and repair an existing dam and spillway to produce two ponds for trout rearing located on his property off the Rose Road in the Town of Pitcairn, St. Lawrence County. The dams and spillway will be constructed in accordance with plans prepared by the applicant dated 8/2/2001 and supplemented on 8/20/2001. Plans are available in the NYS DEC Watertown office.
