Negative Declaration

Tompkins County - The Town of Ulysses, as lead agency, has determined that the proposed Water District Number 3 will not have a significant adverse environmental impact. The action involves the installation of approximately 9.2 miles of new 8, 10 and 12 water main, a new 260,000 gallon (approximate) storage tank and a new booster pump station. Water for the system will be provided by a connection to the Town of Ithaca distribution system. The project is located on Trumansburg Road, Towns of Ulysses and Ithaca.

Positive Declaration and Public Scoping

Thompkins County - The NYS Department of Environmental Conservation, as lead agency has determined that the proposed Ithaca Area Municipal Wastewater Collection System Improvements and Intermunicipal Agreements may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. Written comments on the draft scope will be accepted until September 21, 2001. A public scoping session will be held on September 6, 2001 at 7:00 p.m. at the Town of Lansing Town Hall, 29 Auburn Road, Lansing, New York. The action involves elements of a regional approach for wastewater collection and treatment for six municipalities, including the City and Town of lthaca, Town and Village of Lansing, Town of Dryden, and Village of Cayuga Heights. The involved municipalities have selected a partial diversion alternative that was identified in the Unified Engineering Report (Aug. 1999) and summarized in the overview Document (June 21,2001), both of which are available for inspection at the Tompkins County Public Library, 115 E. Green St., lthaca, NY. Elements of the project include establishment of a new municipal sewer service area in the Town of Lansing, diversion of some of the wastewater generated within the Towns of Lansing, lthaca and Dryden from the Cayuga Heights Wastewater Treatment Plant (CHWWTP) to the lthaca Area Wastewater Treatment Plant (IA WWTP) through the installation of new transmission and diversion sewers, extension of existing service areas in the Towns of lthaca and Dryden, and inclusion of additional sewer units in the Village of Lansing. Actions related to the above include a SPDES permit modification to list new owners of the IA WWTP , approval of plans for the extension of sewers as described in the Overview Document, and funding portions of the above through the NYS Clean Water/Clean Air Bond Act. No substantive changes to the IA WWTP's SPDES permit are anticipated since that facility currently has adequate capacity, performs satisfactorily, and there will be no increase in allowable mass loadings to Cayuga Lake for phosphorus, BOD or Total Suspended Solids from the IA WWTP as a result of this project. More information about the project is available in the attached Overview Document. The project is located in the Town of Lansing (new service area), Village of Cayuga Heights WWTP, Ithaca Area WWTP, Towns of Ithaca and Dryden (extension of service areas), and Village of Lansing (inclusion of additional sewer units).
