The Department has made a tentative determination to approve the application for a new SPDES permit for an existing discharge of an overflow from a fresh intake water tank and a proposed discharge or untreated non-contact cooling water (including flow from a heat exchanges) to the Black River from the Fiber Mark DSI mill in the Village of Brownville in Jefferson County where the company produces paper. Included in the application is the installation of an 8 inch flex pipe into the Black River for withdrawing the water for process use. This requires an excavation and fill in navigable waters permit along with a water quality certification. The application and Draft SPDES permit are available in the Region 6 NYS DEC office in Watertown, New York.
