Applicant proposes to install a wireless telecommunications facility on property owned by Orange & Rockland Utilities, known as the Ladentown Switch facility. The site is located on Diltz Road adjacent to the Mahwah River. The project involves construction of a small equipment cabinet on a 10 foot by 10 foot platform with ice bridge connecting structure to carry cables to be installed on an existing tower with the addition of antennas owned by the applicant. All work will occur within the 100 foot adjacent area of Freshwater Wetland TH-14.

The applicant proposes to construct drainage improvements and an access roadway with two culvert crossings through a portion of Freshwater Wetland D-20 (Class III) and the 100 foot adjacent area in conjunction with the construction of a ten (10) lot residential subdivision on an 82-acre parcel. The total area of disturbance to the wetland is approximately 0.16 acre; the total area of disturbance to the adjacent area of the wetland is approximately 0.64 acre. Approximately 0.08 acre of existing disturbed wetland will be enhanced at the project site as mitigation. The project is located on the north side of Upper Shad Road, one mile west of High Ridge Road (NYS Route 137) in the Town of Pound Ridge, Westchester County. A stormwater management plan has been prepared and is available for review.
