Project Description: In Bronx County, at the above address, modify the physical plant and operation of an existing construction and demolition debris processing facility, including but not limited to the following: (1) adding a scale and a truck tarping area; (2) increasing the size of the facility by demolishing a 70' x 100' building on an adjacent parcel owned by the Applicant and incorporating such lot into the facility (Such increase in facility size will provide more room to operate equipment and vehicles, but will not increase the size of the facility's waste handling area.); (3) regrading the site with new concrete and installing a new drainage system with a sedimentation/flow reduction chamber; (4) installing a new water supply system; (5) installing a new dust suppression system with heat tracing; and (6) planting street trees along the southern border of the facility along Randall Avenue between Worthen and Truxton Streets. The facility's throughput capacity would remain 1,050 tons per day of construction and demolition debris. The facility's hours of operation would continue to be 5am-6pm, Monday through Friday and 7am-3pm, Saturday (closed Sunday). |

Project Description: The Department has prepared a Draft Permit and has made a tentative determination to approve this application. The existing facility, GMD Shipyard, Brooklyn Navy Yard Bldg. 595, Brooklyn, is a ship repair facility. Surface coating and preparation activities comprise most ship repair jobs and produces all facility air emissions. All work is performed in three adjacent dry docks numbered 3, 5 and 6. The facility proposes to cap their VOC potential emissions to less than major source thresholds of 25 tons of VOC per year and commit to utilizing only NESHAP-compliant coatings. The GMD Shipyard must maintain records of coating materials which verify the parameters used to determine the volatile organic compound (VOC) content and emission. The facility is subject to the provisions of 6 NYCRR Part 201-7. The application, draft permit relevant supporting materials and regulations are available for review during normal business hours at the DEC office provided in this notice. Comments of support or objection may be made by filing a written statement by the deadline date indicated. DEC may schedule a public hearing based upon an evaluation of the nature and scope of any wriitten objections raised. Hearing notices will contain instructions on filing for party status and submitting comments. |
