Availability of Voluntary Cleanup Project Work Plan for Comment

Project Title: Availability of Voluntary Cleanup Project Work Plan for Comment Emerson/Lipe Rollway, Site No. V00202-7

Project Location: 7600 Morgan Road, Town of Clay, Onondaga County, NY, Region 7

Brief Project Description: The site occupies approximately 80 acres with 40 of those acres developed. The former Lipe Rollway building occupies approximately 220,000 square feet and the remaining developed areas consist of parking lots, lawns, and a storage shed. The remaining undeveloped area surrounding this facility consists of woodland, brush and wetland. The bordering properties consist of commercial, industrial, one residential and several abandoned properties.

The Lipe Rollway plant was constructed in 1963, prior to 1963 the land was utilized for agricultural purposes. Emerson acquired the Lipe Rollway property in the fall of 1995 and entered into a voluntary agreement with the Department on November 30, 1998 to investigate and remediate the site.

In 1995 a phase l Environmental Site Assessment was performed utilizing 56 soil borings and several groundwater monitoring wells. Groundwater and soil was discovered to be contaminated with volatile organic compounds and quench oil. In accordance with a DEC approved work plan, additional investigative work was performed to determine the extent of quench oil contamination and to identify all possible source areas. The additional investigation involved 12 small diameter monitoring wells and 26 soil borings. The completed investigation determined the extent of quench oil and petroleum contaminated soil that remains on site. While the investigative process was ongoing several product storage tanks were properly abandoned with confirmation sampling performed.

Overview of the Remediation Plan: Emerson Electric (the Volunteer) continues to operate the Lipe Rollway facility and has agreed to the following remedial activities: 1) Excavate and dispose off site (permitted facility) the petroleum contaminated soil discovered within the former underground gasoline storage tank area. 2) Perform verification sampling once the excavation is believed to be complete. 3) Utilize an anticipated 6 extraction wells with gravity skimming equipment to remove quench oil from underneath the building. 4) Perform quarterly groundwater sampling for a period of 2 years. The DEC will monitor all of the proposed work as it is being performed.

The intended use of this facility will remain in the capacity of manufacturing bearings and automatic feed devices.

Negative Declaration

Onondaga County - The New York Department of Environmental Conservation, as lead agency, has determined that the proposed Voluntary Cleanup Agreement between the Department and Emerson Electric, Inc. will not have a significant adverse environmental impact. The Department has entered into a voluntary cleanup agreement with Emerson Electric, Inc., whereby that company will remediate the site by excavating and disposing at a permitted facility the petroleum contaminated soil discovered within the former underground gasoline storage tank area; performing verification sampling once the excavation is believed to be complete; utilizing an anticipated 6 extraction wells with gravity skimming equipment to remove quench oil from underneath the building; and performing quarterly groundwater sampling for a period of 2 years. The DEC will monitor all of the proposed work as it is being performed. The project is located at the site of the former Lipe-Rollway facility, a ball-bearing manufacturing facility at 7600 Morgan Road in the Town of Clay.

Onondaga County - The New York Department of Environmental Conservation, as lead agency, has determined that the proposed Modification of the existing permit for the Onondaga County Resource Recovery Facility will not have a significant adverse environmental impact. This permit modification is for the processing of an additional 25,350 tons/year of municipal solid waste to increase the throughput limit to 361,350 tons/year at this Municipal refuse incinerator. The facility is located on a 12 acre site bordered by I-481 to the north and Rock Cut Road to the south in the Town of Onondaga.

Notice of Acceptance of Final EIS

Onondaga County - The Planning Board of the Town of Manlius, as lead agency, has accepted a Final EIS on the proposed Towne Center at Fayetteville. The action involves redevelopment of the Fayetteville Mall, as the Towne Center at Fayetteville. The Towne Center at Fayetteville shall consist of approximately 400,000 square feet of retail - retail/office space on 50 acres of developed commercial land, and shall include the rehabilitation/re-use of supporting on-site and off-site infrastructure. The project is located on the north side of New York State Route 5; south of an existing Peter's Grocery anchored retail shopping center; east of an existing residential area, and west of North Burdick Street; in the Town of Manlius.
