Project Description: The Department has received a State Facility Permit Application for the existing General Electric Company Plastics Plant for a new emission unit comprised of diesel generators to be used for peak shaving. The emission unit is being capped for NOx and SO2 emissions. The General Electric Company operates a plastics production facility (SIC2821) in the Hamlet of Selkirk, located in Albany, New York. The facility is on a 700 acre site of which 60 acres are industrialized. Monomer is either produces (SIC 2869) from raw materials or purchased. The monomers and purchased resins are compounded at the facility by adding colorants and other ingredients to provide desired properties. The facility includes continuous and batch processes, a packaging operation, an energy boiler and a waste water treatment plant. The plant operates 24 hours a day, 7 days a week. Project Description: The Department has prepared a draft permit pursuant to article 19 (Air Pollution Control) of the NYS Environmental Conservation Law, and Title V of the Federal Clean Air Act Amendments and has made a tentative determination to approve Glens Falls Lehigh Cement Company., Inc's. application for their existing facility located on NY State Route 9W, Town of Catskill, County of Greene. The facility is a cement manufacturing facility which produces cement from slag and clinker brought to the facility. The facility operations include clinker and slag storage, slag drying, milling operations, storage, bagging and shipping of cement, and raw material unloading and storage. The facility operates under a previously approved cap for NOx. In accordance with 6NYCRR Parts 621.5(d)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.
