Project Description: The Department has drafted a permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law (ECL) and Title V of the Federal Clean Air Act Amendments, and made a tentative determination to approve this application for an existing facility (AES Westover Station) located at 720 Riverside Drive in Johnson City, NY. The AES Westover Station primarily consists of three pulverized coal fired boilers (Boilers #11 and #12 rated at273 mmbtu/hr heat input each and Boiler #13 rated at 875 mmbtu/hr) connected to two electric generating units. Facility operations and permit limits will not change as a result of this Title V permit. In accordance with 6 NYCRR Parts 621.5(d)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6 NYCRR Part 201. The application, draft permit and supporting materials are available for review during normal business hours at the DEC's office at 1285 Fisher Avenue, Cortland, N.Y. Comments of support or objection may be made by filing a written statement by the deadline date indicated. DEC may schedule a public hearing based upon an evaluation of the nature and scope of any written objections raised. Hearing notices will contain instructions on filing for party status and submitting comments. |

Project Description: The Department has a draft permit modification pursuant to Article 27 Title 7: 6NYCRR 360 (Solid Waste Management) of the NYS Environmental Conservation Law (ECL) and has made a tentative determination to approve this application for the existing facility (Onondaga County Resource Recovery Facility) located at 5801 Rock Cut Road, Jamesville, NY. The modification would increase the Municipal Solid Waste (MSW) limit from 336,000 tons per year to 361,350 tons per year. The Department also has drafted a permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law (ECL) and Title V of the Federal Clean Air Act Amendments, and made a tentative determination to approve this application for an existing facility. The Onondaga County Resource Recovery Facility (OCRRF) primarily consists of three 330 ton/day municipal solid waste combustors fired primarily with solid waste with natural gas as an auxiliary fuel. Each MSW combustor is equipped with Selective Non-Catalytic Reduction (SNCR) for NOx control, caustic scrubbing for acid gas control, carbon injection for dioxin/ mercury control and a baghouse for metals/particulate control. This is a renotice of the Title V permit which was originally noticed on 6/9/99. The revised draft permit incorporates more stringent permit limits for five contaminants (hexavalent chrome, manganese, nickel, PCBs and dioxins) as required by the facility's current operating permit. Besides these changes, facility operations and all other permit limits will not change as a result of this Title V permit. Project Description: This project is a revised proposal from one that was previously publically noticed in August, 1995. The project includes the creation of a navigation channel 100' into Big Bay of Oneida Lake. The channel would be up to 1' deep and 25' wide. The navigation channel will extend into the upland portion of the site and will be an additional 610' long, 6' deep and 61' wide (a 25' wide bottom with side slopes that are 3 horizontal by 1 vertical for 18'). Within the upland portion of the navigation excavation, three 20' x 20' docks are proposed to be constructed for future lots. The upland excavation will impact approximately 0.06 acres of state regulated freshwater wetland and 0.6 acres of the regulated adjacent area. A total of approximately 5,800 cubic yards will be excavated from the upland portion and approximately 100 cubic yards from the lake portion. The purpose of the proposed channel is to provide boating access for existing and potential future homes. |
