Project Description: Syracuse Fiber has applied for a Part 360 Solid Waste Management Facility permit for a paper mill sludge processing facility to be located in the former New York Air Brake Company's campus, 800 Starbuck Avenue, Building B, Watertown, New York 13601. The facility proposes to take paper mill sludge and mix it with wood chips to produce an animal bedding under a BUD. Syracuse Fiber's animal bedding BUD Number 319-7-34 was issued by the NYS DEC in October of 1995. The proposed operation is a continuation/expansion of nearly six years of successful commercial animal bedding production in its Solvay, New York facility.
