The Department has made a tentative determination to approve the application for the discharge of treated stormwater to the Black River from a proposed salt storage/handling area to be located in the City of Watertown, Jefferson County.

Syracuse Fiber has applied for a Part 360 Solid Waste Management Facility permit for a paper mill sludge processing facility to be located in the former New York Air Brake Company's campus, 800 Starbuck Avenue, Building B, Watertown, New York 13601. The facility proposes to take paper mill sludge and mix it with wood chips to produce an animal bedding under a BUD. Syracuse Fiber's animal bedding BUD Number 319-7-34 was issued by the NYS DEC in October of 1995. The proposed operation is a continuation/expansion of nearly six years of successful commercial animal bedding production in its Solvay, New York facility. Application materials are available for public review and comment at the Region 6 NYS DEC office in Watertown, New York.

The applicant proposes to modify an existing permit to mine 5.7 acres of topsoil to include an additional 39.7 acres for a new life of mine of 45.4 acres. The site is located on a 130.46 acre parcel controlled by the applicant approximately six miles south of the Village of Clayton, 1000' southeast of the intersection of Three Mile Creek Road and St. Lawrence Road and 500' south of St. Lawrence Road. 5.9 acres would be affected during the coming five year permit term

The Department has made a tentative determination to approve this application for the proposed discharge of up to 550 gallons per day of treated floor drain wastewater from the Lyme Bus Transportation Facility where the applicant maintains the bus fleet.

The Department has prepared a draft permit (SPDES No. NY-0257079) and made a tentative determination to approve the discharge of storm water runoff (annual average flow of 5 MGD) from the facilities outdoor storage area to Six Mile Creek. This site was previously part of Grifiss Air Base and all infrastructure is in place. The tributary has a classification of C and a standard of C. The facility is located at 810 Bomber Drive in the city of Rome. The draft permit is available for review at the Utica DEC office.

The Department has prepared a draft permit (SPDES No. NY-012 1894) and made a tentative determination to approve an increase in flow for a surface water discharge from an air stripper conected to a ground water collection system. It is proposed to increase the flow limit for Outfall No. 002 from 25 gpm to 45 gpm. The receiving stream is Nail Creek which has a stream classification of C and a standard of C. The facility is located at 525 French Road in the city of Utica. The draft permit is availible for review at the Utica DEC office.

The applicant proposes to install a 10 inch water main along Sarenski and Tillden Hill roads. The water main will be installed in the 100 foot adjacent area of mapped New York State Freshwater Wetlands VE-39, VE-44 and V-12. Installation will either be in the shoulder of the road or on the opposite side of the highway from the wetland.

Preston Hill Sand and Gravel proposes a mining permit modification to expand their Life of Mine Boundary from 8.4 acres to 26.1 acres. The total area to be affected during the permit term will be11.9 acres.

Sand and gravel will be excavated by front end loader from the mine face and taken to on-site processing equipment. The project is located 1200 feet east of Preston Hill Road in the Town of Vienna, on a 283 acre parcel owened by the operator, Phillip Williams.
