Project Description: The Department has drafted a permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law(ECL) and the Title V of the Federal Clean Air Act Amendments, and made a tentative determination to approve this application for the applicant's existing photographic film, paper and chemistry manufacturing facility. The facility operates one coating alley, developer mixes, fixer mixes, a waste water treatment facility, four VOC storage tanks and three small boilers. The coating alley uses compliant coating as well as a wet scrubber to reduce VOC emissions. Regulated processes to be authorized under this permit consist of coating operation, boilers, manufacturing of developers and fixers, storage of VOC in tanks, waste water treatment and film chipping operations. The application and draft permit are available for review at Region 1 office of the NYS Department of Environmental Conservation. The facility is subject to 6NYCRR Part 201, 212, 225 and 228. The Application, Draft Permit, Permit Review Report, relevant supporting materials and regulations are available for review during normal business hours at the DEC office provided in this notice. Comments of support or objection may be made by filing a written statement by the deadline date indicated. DEC may schedule a public hearing based upon an evaluation of the nature and scope of any written objections raised. In accordance with 6NYCRR Parts 621.5(d)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Air emission sources at the facility include a central steam facility with four boilers that burn natural gas and oil. Other regulated sources include a paint spray booth, a printing press and two gasoline storage tanks and pumps. Emissions from this facility are controlled in accordance with multiple State and Federal regulations. This application, draft permit, relevant supporting materials, and regulations are available for review during normal business hours at the Region1 office. Written comments may be made within the 30 day period ending on the last filing date indicated in this notice. The Department may modify hte draft permit based on significant or important information raised during the comment period. The Department may also schedule a public hearing based upon an evaluation of the nature and scope of any written objections raised. A hearing notice would contain instructions on filing for party statusand submitting comments. Project Description: Applicant proposes to install a paved, two-lane, multiple use (bicycle / pedestrian) path along the north side of an approximately two mile section of Sunrise Highway (NYS Route 27) in the vicinity of the Connetquot River State Park Preserve in Great River / Oakdale. The project includes the use of elevated wooden piles and a prefabricated bridge to completely span the edge of West Brook Pond, with the remainder of the path located in the grassy area in the vicinity of the road shoulder and park fence line. This route passes through the adjacent area of freshwater wetland systems C-3 and C-8, the Connetquot River and West Brook Pond, respectively. The project also includes the stabilization of several eroded areas at the Rattlesnake Brook public fishing access site located on the south side of Sunrise Highway at this location. |
