Project Description: The applicant has submitted a wastewater discharge permit application for a new treatment plant to be located at the Vulcraft steel fabrication facility in the Hamlet of Chemung. The discharge pipe will be located beneath Route 17 and Baker Road and will then discharge to the Chemung River. The treated wastewater flow will initially be 8000 gallons per day(gpd) with 840 gpd generated from industrial processes and the remainder will be domestic wastewater from employees. The permit will have a daily design flow of 15,000 gpd , and their will be disinfection of the discharge by ultra violet light. The outfall location has been modified so that there will be no construction acitivity in the Chemung River to avoid the potential habitat of the yellow lampmussel. The permit includes limits for antimony and action levels for chromium, copper, cyanide,nickel and zinc, a one time high intensity monitoring program and implementation of a pretreatment program. A draft permit is available. Archeological survey results in the vicinity of the outfall reveal a site potentially eligible for the National Register. The Late Woodland cultural resource (AD 800 to contact) will not be impacted due to project changes, and the final permit decision will need the concurrence of the NYS Office of Parks , Recreation and Historic Preservation. |

Article 19 Air Title V Facility |

Project Description: The Department has prepared a Draft Title V Facility Permit, and expects to issue a Title V Facility Permit, for the applicant's existing facility which manufactures and assembles photocopying machines and manufactures toners and photoreceptors for use in photocopying machines. The facility is a Major Stationary Source, and is required to obtain a Title V Permit as specified in 6 NYCRR Part 201-6, due to potential emissions in excess of the following 6 NYCRR Part 201-2 and Title V thresholds: 100 tons per year of Oxides of Nitrogen (NOx); 50 tons per year of volatile organic compounds (VOC); and 25 tons per year of total hazardous air pollutants (HAP). The Draft Permit organizes the facility's sources of air contaminant emissions into14 Emission Units. The application, Draft Permit, supporting materials, and regulations are available for review at the Region 8 NYSDEC office. Written comments of support or objection must be filed at the Region 8 Office by the date indicated below. If comments raise significant issues, the Department may hold a public hearing and/or modify the Draft Permit. In accordance with 6NYCRR Parts 621.5(d)(9) and 201-6.4(c)(1), the Administrator of EPA has the authority to bar issuance of any Title V Facility Permit determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201. After the comment period, EPA will have an additional 45 days for review of the Proposed Title V Facility Permit, which is the Draft Permit with any modifications after public comment and/or hearing. After EPA review, the Department may issue the Proposed Permit as a Title V Facility Permit if EPA has raised no objection.

Project Description: The applicant, utilizing the technical expertise of the Ontario County Soil and Water Conservation District, proposes to restore a degraded source section of Tributary 51 [Class C(T)]of the Cohocton River (Pa3-58-51) which runs through a dairy farm yard. The project entails excavation and reshaping of approximately 1,600 feet of stream bottom, and the installation of 200 feet of side-by-side culverts between a dairy barn and silage storage bunk. Project Description: The NYS DEC Division of Fish, Wildlife and Marine Resources, Bureau of Fisheries has applied for an Article 24 Freshwater Wetlands (FWW) permit to return a diverted section of Cold Brook (aka Keuka Inlet) back into the original channel. The section of stream, which traverses NYS DEC regulated FWW HP-3 (Class I), has jumped over a oreviously diked segment and formed a new channel through the wetland, where it rejoins the original channel via tributary 2 of Cold brook. The original channel is proposed to be cleared, shaped and lowered, and the bank restored in accordance with the "Stream Obstruction Removal Guidelines" published by the American Fisheries Society, the Wildlife Society, and the International Association of Fish and Wildlife Agencies. Seventy-five feet of rip rap will be placed to resist another breakout occurrence. Application materials are available for public review and comment at the NYS DEC Regional Headquarters. |
