Project Description: This Department has received a request to modify an existing permit and has drafted an Article 19 (Air Pollution Control) of the Environmental Conservation Law, an Air State Facility Permit at the facility located at Barrett Paving Boonville Quarry, Route 12, Boonville, New York 13309. The facility is a hot mix asphalt producing operation that uses both fuel oil and natural gas to fire the burner. Material is supplied to the plant from a crushed stone operation that produced aggregate from shot rock extracted from a quarry. The aggregate is produced by a crushing, screening and conveying operation. Power is supplied to the hot mix asphalt operation and the stone crushing operation by diesel generators and engines. The following contaminants are allowed under this permit from emission Unit 1 - BOONV: formaldehyde, carbon monoxide, napthalene diisocyanate, lead, manganese, mercury, arsenic, barium, beryllium, cadmium, chromium, zinc, sulfur dioxide, selenium, chromiun (VI), nickel, copper, particulates, PM-10, HAP's, oxides of nitrogen, and VOC's. This permit includes federally enforceable conditions to limit considered to "cap" emissions below the applicable threshold level set forth in 6 NYCRR part 201-6 and Section 212.10 of 6 NYCRR Part 212. The draft permit with conditions is available for review in the Region 6 NYS DEC office in Watertown, New York.
