Project Description: The applicant proposes reconstruction of the New York State boat launch facility on Tupper Lake. The project will involve dredging, and removal of the existing man-made structures in the waterway. A total of 663 cu yd of material will be removed, and 253 cu yd of fill (concrete, gravel, medium stone) will be placed to construct the new ramp and stabilize the banks. Also, 325 lineal feet of sheet piling and 181 lineal feet of floating dock will be placed, and a handicap boarding/launching area will be constructed. |

Project Description: The Department has drafted a permit pursuant to Article 19(Air Pollution Control) of the NYS Environmental Conservation Law(ECL) and Title V of the Federal Clean Air Act Amendments and has made a tentative determination to approve the application for the applicants' existing pulp and paper manufacturing mill. The facility is a major source of emissions of particulates, sulfur dioxide, oxides of nitrogen, carbon monoxide, volatile organic compounds and hazardous air pollutants (HAPs). These emissions are regulated by state and federal regulations. HAP emissions from the bleach plant and pulping process are regulated by 40 CFR63 Subpart S. Fuels are regulated by 6NYCRR Part 225 and combustion sources are regulated by 6NYCRR Part 227. Process sources are regulated by 6NYCRR Part 212. Pollutant control systems include absorbers, wet scrubbers, cyclones and filters. Continuous emission monitors record sulfur dioxide and chorine dioxide emissions and a continuous opacity monitor records opacity of the power boiler emissions. The application, draft permit and relevant materials are available for review at the Warrensburg DEC office by contacting Michael Sundberg, P.E. Comments of support or objection may be made by filing a written statement prior to the comment deadline. DEC may schedule a public hearing based upon the nature and scope of any issues raised. Hearing notices will contain instructions on filing for party status and submitting comments. In accordance with 6NYCRR Parts 621.5(d)(9) and 201-6.4(c) the administrator of the USEPA has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201. |

Project Description: The applicant proposes to excavate 70 cubic yards of material from the bed and bank of the Batten Kill to allow for the placement of a concrete foundation. Total fill for the foundation to be placed below the mean high water mark is approximately 60 cubic yards. The concrete foundation will be protected from high flows and ice damage by the additional placement of a gabion basket system back filled with clean gravel, an approximate 75 cubic yards of additional fill. Total amount of fill associated with this proposed project is approximately 135 cubic yards. |
