The existing Sludge Pelletization Facility owned and operated by New York Organic Fertilizer (NYOFCO) is a fertilizer production facility at 1108 Oak Point Ave., Bronx, NY 10474. The facility takes in from various NYC Dept. of Environmental Protection-operated sewage treatment plants about 69,000 pounds per hour of digested sewage treatment plant sludge with an approximate solids content of 24% The sludge is dried and pelletized to produce commercial fertilizer of 95% solids. This facility is not subject to New Source Review since the permit to construct was filed and deemed complete before 11/15/92. The hourly emission rates of total volatile organic compounds are limited under the terms of the permit. Based on 40 CFR 61, subpart E, Mercury emissions are limited to less than 3,200 grams per 24-hour period. The New York District U.S. Army Corps of Engineers (USACE) proposes to perform maintenance dredging in the Red Hook Flats Anchorage portion of New York Harbor, New York. The anchorage was last dredged by the USACE on 1986. The proposed maintenance dredging will remove approximately 500,000 cubic yards of material from the 35 ft. deep (MLW) section at the anchorage. The USACE proposes that all dredging of the anchorage could be accomplished by clamshell dredge, hopper dredge or other similar plant. The material dredged from the anchorage will be placed at the Historic Area Remediation Site (HARS) in Area #3 for environmental remediation purposes. The material will be placed at the HARS using the bottom dumping process.

The purpose of the proposed dredging is to maintain the authorized project dimensions, thereby assuring safe economical use of the Red Hook Flats Anchorage by shiping interests. The dredging and placement of the material is expected to take approximately two months.

State Environmental Quality Review (SEQR) Determination: Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.

The Department has prepared a Draft Permit and has made a tentative determination to approve this application. The existing Mount Sinai Medical Center comprises the Mount Sinai Hospital and the Mount Sinai School of Medicine, a research and teaching hospital. The facility has six boilers which burn primarily natural gas and are capable of firing residual #6 oil as backup. Nox RACT requirements are to be met by operating the boilers so that the oxygen content of the exhaust gas follows the flue gas oxygen vs steam flow curve that was developed during the NOx RACT compliance stack testing. The facility is required by the Department to demonstrate compliance with 6 NYCRR Part 212-9 requirements by conducting capture efficiency and/or stack testing pursuant to 6 NYCRR Part 202. One 20,000 gallon distillate oil storage tank must comply with New Source Performance Standards of 40 NYCRR Part 60 subpart Kb. The emergency diesel generators are capped below 500 hours per year each to exempt them from permitting and the operation of the two large boilers are limited as part of the NOx RACT compliance Consent Order R-2-0084-94-06. The Hospital has a Consent Order for installing control devices on the EtO sterilizers. Also, the facility must demonstrate compliance with 6 NYCRR Part 212-9 requirements by conducting capture efficiency and/or stack testing using acceptable procedures pursuant to 6NYCRR Part 202. The facility which is located in Long Island City, Queens, is a scrap metal processing and shredding facility. This facility with emissions of nitrogen oxides from three diesel generators in excess of 50 tons per year is a major source subject to Title V of 40 CRF Part 70 and 6 NYCRR Part 201-6. The generators are used for on-site electrical power generation for the shredding mill and are subject to NOx RACT requirements of 6 NYCRR, Part 227-2 and a compliance plan is required. The Kennedy International Airport Cogeneration (KIAC) Facility currently consists of two 42 MW Turbine-Generator sets connected to a Heat Recovery Steam Generator (HRSG) with a total capacity of 109 MW. The KIAC Facility provides electrical power and heating and cooling services to the Airport facilities. The Applicant proposes to modify the KIAC Facility by the installation of one Simple Cycle 47 MW Turbine-Generator set utilizing a General Electric LM6000 gas turbine. The turbine and its associated duct burner will be fired by natural gas only. The turbine will provide additional electrical power for the Airport facilities and added peaking capacity to the Consolidated Edison electrical distribution system. Other on-site equipment will include a cooling unit, air and fuel gas compressor, injection water and cooling water treatment and storage units, unit control, and waste oil management systems. The stack for the proposed unit will be approximately 107 feet in height. A legislative hearing on the application will be held at 7:00 PM on Monday, August 20, 2001, at the Holiday Inn/JFK Airport, Salon 1. Project Description:

The applicant has requested an Environmental Conservation Law Article 24 Freshwater Wetlands permit pursuant to 6 NYCRR Part 663, and a Water Quality Certification pursuant to 6 NYCRR Part 608, to allow for adult vector mosquito control activities by spraying the insecticide Anvil 10 + 10 ULV, EPA Registration No. 1021-1688-8329, in certain areas within the limits of New York City under DEC's jurisdiction in certain specific circumstances during the 2001 mosquito season. The proposed Anvil-spraying activities are part of the New York City Department of Health's overall West Nile virus vector mosquito control program described in the City's Final Environmental Impact Statement on Adult Mosquito Control Programs dated July 2001 ("FEIS"). As explained in the FEIS, any spraying of adulticides against West Nile-carrying mosquitoes is to occur only to the extent that mosquito pool and/or dead bird sampling data shows a threat to human health, and to the extent that there has been a Declaration of Public Health Threat made by the Commissioner of the New York State Department of Health. Pesticide applications will be made using trucks, all terrain vehicles, and aircraft, as conditions require. All adulticide applications will be made in strict compliance with the label directions, including all label restrictions applicable to water bodies.
