Project Description: The Department has drafted a permit purusant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law (ECL) and the Title V of the Federal Clean Air Act Amendments, and made a tentative determination to approve this application for the applicant's existing flexographic facility located at 625 South Street, Garden City, NY. The facility is engaged in the flexographic printing of plastic substrates. It uses four flexographic printing presses using solvent based inks, and one recuperative thermal oxidizer. Regulated processes to be authorized under this permit consist of four printing presses and one thermal oxidizer. The application and draft permit are available for review at Region 1 office of the NYS Department of Environmental Conservation. The facility is subject to 6NYCRR Part 201 and 234. The facility is not a major source of HAP and is required to demonstrate compliance using monthly ink and solvent usage limit as per 40 CFR 63-KK.829. The Application, Draft Permit, Permit Review Report, relevant supporting materials and regulations are available for review during normal business hours at the DEC office provided in this notice. Comments of support or objection may be made by filing a written statement by the deadline date indicated. DEC may schedule a public hearing based upon an evaluation of the nature and scope of any written objections raised. Hearing Notices will contain instructions on filing for a party status and submitting comments. In accordance with 6NYCRR Parts 621.5(d)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201. |

Project Description: The Department has drafted a revised Title V permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law (ECL) and Title V of the 1990 Federal Clean Air Act Amendments. The initial Title V permit for this facility was issued on November 12, 1998. An opportunity for public comment was provided at the time of initial permit issuance. Subsequently, the Department has made a determination to modify the existing Title V permit for this facility to assure compliance with applicable requirements. The revised permit is more restrictive than the existing Title V permit issued to the facility. The facility is a municipally-owned electric power generating plant consisting of two diesel engines, one combustion turbine and one package boiler. The combustion turbine is used for emergency backup power generation. The capacity of the facility is 17 MW of electric power during normal operation. The revised draft permit addresses emissions of certain pollutants and/or testing requirements and control strategies for these pollutants, which include particulates, nitrogen oxides and sulfur dioxide. The draft permit and relevant supporting materials are available for review during normal working hours at the Region 1 Office. The location of this office is noted below. Comments of support or objection must be made in writing by the deadline date identified. Additionally, the Department may decide to hold a public hearing on this permit based upon the evaluation of the nature and scope of any written objections raised. Hearing notices will contain instructions on filing for party status and submitting comments. Project Description: The applicant proposes to hydraulically dredge a 100 foot wide by 2,550 foot long channel to maximum depth -8 MLW in the west inlet of Napeague Harbor and adjacent Napeague Bay.
