Project Description: In response to an application submitted by Arch Chemicals Inc, the Department has prepared a Draft Title V Facility Permit for existing processes at the The Arch Chemicals Rochester Facility, located at 100 McKee Road in the City of Rochester, Monroe County. The facility synthesizes industrial and agricultural chemicals and intermediates. The Facility meets the definition of a Major Source in 6 NYCRR Part 201-2.1(b)(21), and is required to obtain a Title V Facility Permit as specified in 6 NYCRR Part 201-6, due to potential emissions in excess of the following Title V thresholds specified in 6 NYCRR Part 201-2 and Title V of the Clean Air Act: 50 tons per year of volatile organic compounds (VOC), 25 tons per year of total hazardous air pollutants (HAP), and 10 tons per year of individual HAP compounds. HAP emitted include methanol, carbon tetrachloride, chloroform, hydrochloric acid, and chlorine. Other contaminants emitted include particulates, oxides of nitrogen, sulfur dioxide, and carbon monoxide from facility boilers. In addition, there are fugitive emissions from pretreatment of the facility's wastewater. 28 Emission Units are grouped into "Areas" which include processes involved in production of related compounds. A 29th Emission Unit includes the facility's two 22.15 million BTU per hour natural gas fired boilers which can also burn #2 fuel oil as a backup. A-Area: Consists of 8 Emission Units with 44 emission points, exhausting ventilation systems for personnel around reactors and solids handling equipment, solids drying systems, organic and inorganic chemical storage tanks, wastewater storage tanks, process reaction equipment, filtration system ventilation, and solvent recovery systems. B-Area: Consists of 8 Emission Units with 43 emission points exhausting 2-chloropyridine production and process reaction equipment, ventilation systems for personnel around reactors and chemical handling equipment, organic and inorganic chemical storage tanks, wastewater storage tanks, and distillation equipment for organic compound recovery. C-Area: Consists of 6 Emission Units with 8 emission points, exhausting trichloroacetonitrile and other synthetic chemical production and process reaction equipment, a ventilation system for reactor filling and emptying, chemical storage tanks, and solids handling equipment. D-Area: Consists of 6 Emission Units with 12 emission points, exhausting trichloroacetonitrile and other distillation operations, reactor and chemical handling ventilation systems, process equipment, waste water storage and treatment equipment, chemical storage tanks, and solids handling equipment. The application and Draft Title V Facility Permit are available for review at the Region 8 NYSDEC office. If comments raise significant issues, the Department may hold a public hearing and/or modify the Draft Permit. In accordance with 6NYCRR Parts 621.5(d)(9) and 201.6.4(c)(1), the Administrator of EPA has the authority to bar issuance of any Title V Facility permit determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201. After the comment period, EPA will have an additional 45 day period for review of the Proposed Title V Facility Permit, which is the Draft Permit with any modifications after public comment and/or hearing. If EPA does not raise an objection the Department may then issue the Title V Facility Permit. |

Project Description: The Department of Environmental Conservation (DEC) has received an application to re-issue the following EPA minor Private/Commercial/Institutional State Pollutant Discharge Elimination System (P/C/I SPDES) permit. DEC has made a tentative determination to re-issue this permit for a five-year period, maintaining the current effluent limitations and monitoring and reporting requirements. This permit involves the surface discharge of 37,000 gallons per day of treated sanitary waste to the Red Creek Subtrib. Additional information including the current permit, renewal applications, and supporting documentation may be obtained from or inspected at the NYSDEC central office in Albany.
