Project Description:

The applicant proposes sand and gravel mining on 14 acres on a 64 acre parcel of land owned by Russell Livermore. The project is located on the southeast side of East Windsor Road about 0.2 miles southwest of the Susquehanna River bridge in the hamlet of Nineveh. NOTE: The mining operation is proposed for two phases. Phase 1 has been previously disturbed and has steep slopes. Phase 2 will require an archaeological investigation and clearance by the NYS Office of Parks, Recreation and Historic Preservation prior to any mining being authorized.

State Environmental Quality Review (SEQR) Determination: Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

State Historic Preservation Act (SHPA) Determination: A Structural-Archaeological Assessment Form has been completed. The proposed activity will not impact on registered, eligible or inventoried archaeological sites or historic structures.
Coastal Management: This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

Mining of a previously mined area, for an 11.85 acre sand and gravel mine, on a 94.4 acre parcel of land owned by the applicant, Mr. Grant Perry. The estimated life of mine is 10 years. Reclamation calls for a pond to be constructed. The applicant proposes Monday to Friday operations from 7:00 AM to 5:00 PM and Saturdays 7:00 AM to 12:00 PM. On-site processing of material is included in the proposal. (It is exempt from the need for a DEC Air State Facility Permit). Mining will be conducted by Rasmussen Gravel Products.

Applicant proposes to construct a new retaining wall of limestone blocks with clean backfill and concrete deck at One Oswego Street, Baldwinsville, NY, immediately northwest of the Syracuse Street Bridge. The proposed wall is 135 linear feet long with placement of large stone riprap immediately in front for erosion protection. The western edge of the proposed wall would extend approximately 30 feet into the Seneca River from existing toe of bank.
