Project Description: The Department has drafted a permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law (ECL) and Title V of the Federal Clean Air Act Amendments and has made a tentative determination to approve the application for the applicants' existing facility located at 260 Hudson River Rd. in Waterford, Saratoga County. The facility produces silicone based products through continuous and batch chemical operations, and has emission units associated with compounding, finishing and packaging operations, steam generation units and waste treatment processes. In addition to existing emission units the permit will contain provisions for alternative operating scenarios for the installation of a heat exchanger to recover energy from existing boiler emissions and installation of a redistribution reactor to recover VOC's from the waste byproduct stream. Major emissions include Carbon Monoxide (CO), Sulfur Dioxide (SO2), Volatile Organic Compounds (VOCs), Hazardous Air Pollutants (HAPs), Oxides of Nitrogen (NOx), Particulate Matter and Particulate Matter less than 10 microns (PM-10). The application, draft permit, relevant supporting materials and regulations are available for review during normal business hours at the Warrensburg DEC office by contacting Stephen Barlow, P.E. of the Division of Air Resources. Comments of support or objection may be made by filing a written statement by the comment deadline. The Department may schedule a public hearing based upon an evaluation of the nature and scope of any written comments received. Hearing notices will contain instructions for filing for party status and submitting comments.
