The Department of Environmental Conservation (DEC) has received an application to re-issue the following EPA minor Private/Commercial/Institutional State Pollutant Discharge Elimination System (P/C/I SPDES) permit. DEC has made a tentative determination to re-issue this permit for a five-year period, maintaining the current effluent limitations and monitoring and reporting requirements. This permit involves the surface discharge of 25,000 gallons per day of treated sanitary waste to the Sacandaga Lake.

     Additional information including the current permit, renewal applications, and supporting documentation may be obtained from or inspected at the NYSDEC central office in Albany. The Department has drafted a permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law (ECL) and Title V of the Federal Clean Air Act Amendments and has made a tentative determination to approve the application for the applicants' existing facility located at 260 Hudson River Rd. in Waterford, Saratoga County. The facility produces silicone based products through continuous and batch chemical operations, and has emission units associated with compounding, finishing and packaging operations, steam generation units and waste treatment processes. In addition to existing emission units the permit will contain provisions for alternative operating scenarios for the installation of a heat exchanger to recover energy from existing boiler emissions and installation of a redistribution reactor to recover VOC's from the waste byproduct stream. Major emissions include Carbon Monoxide (CO), Sulfur Dioxide (SO2), Volatile Organic Compounds (VOCs), Hazardous Air Pollutants (HAPs), Oxides of Nitrogen (NOx), Particulate Matter and Particulate Matter less than 10 microns (PM-10). The application, draft permit, relevant supporting materials and regulations are available for review during normal business hours at the Warrensburg DEC office by contacting Stephen Barlow, P.E. of the Division of Air Resources. The applicant proposes to place a 11' x 11' Aqua Deck in front of his property. The Aqua Deck will be located 90 feet from shore and 75 feet from the contiguous property line.

The applicant proposes to place a 15 foot diameter Water Trampoline in front of his property. The Trampoline will be located 75 feet from shore and 35 feet from the contiguous property line.

The project involves installation of slate rock rip-rap, for repair and stabilization, along a 150 foot section of an unnamed tributary to Indian River. The rip-rap will be up to four feet in height and total approximately 100 cubic yards. The site is west of the junction of Routes 149 and 28 upstream from the Route 149 bridge.

The facility manufactures technical/nonwoven fabrics using one paper machine. Emission units are associated with the paper making operations and an oil fired boiler. The facility is subject to Title V permitting as a result of having the potential to emit Hazardous Air Pollutants (HAPs) above the Title V major source threshold.
