Project Description: The Department has prepared a Draft Permit and has made a tentative determination to approve this application. The existing Newtown Creek Wastewater Pollution Control Plant (WPCP), located at 329-69 Greenpoint Ave., Brooklyn, is a 310 million gallon per day publicly owned secondary wastewater treatment plant. This facility is currently undergoing a major construction upgrading. This facility ceased operation during 1998 of the seven internal combustion engines and is eligible for Emission Reduction Credits (ERC). The plant is using purchased electricity. This facility is a major air pollution facility according to Part 231-2 for NOx; other major pollutants, Carbon Monoxide and Volatile Organic Compounds, also exceed the major-source threshold. The upgrading of the facility involves the construction of new air pollution sources that constitute a significant source project. NYCDEP, as owner and operator, has conducted a New Source Review Applicability Determination. To avoid the applicability of Part 231-2 under Part 231.2.7(b), the applicant will apply emission offsets of NOx from internal Emission Reduction Credits. The existing Warbasse Houses and Power Plant located at 2701 W. 6th St., Brooklyn, is a cogeneration facility that provides steam and electricity to the nearby Amalgamated Warbasse Housing Complex and sells excess electricity to Consolidated Edison. The facility's emissions of nitrogen oxides, carbon monoxide and volatile organic compounds exceed the major source thresholds listed in 6NYCRR Part 201-6 and is subject to Title V permit requirements. Facility turbines are subject to the New Source Performance Standard 40 CFR 60 Subpart GG and 6NYCRR Part 227-2.4(3). Boilers are subject to 6NYCRR Part 227.2.4(b), and 227.2.5(b). The facility installed five turbines during 1994-95 and capped out of 40 CFR 52 A21 (PSD) by limiting annual facility wide emissions of PM-10, PM and sulfur dioxides below 100 tons. Facility capped out of 6NYCRR Part 231 by capping annual facility wide emissions of nitrogen oxides and carbon monoxide below 100 tons. Facility installed continuous emission monitoring and recording systems to measure NOx, CO and oxygen in the gas turbine exhaust breachings.The facility was in violation of their permit conditions and has entered into a consent order (R2-0203-97-02) with the Department agreeing to special conditions specified in the consent order.
