Project Description:

The applicant proposes to develop a 9.9 acre life-of-mine sand and gravel pit on the Jerry Legacy Farm on Town Line Road in the Town of Bellmont, Franklin County. The entire 9.9 acres will be disturbed by mining activities during the initial five year permit term. Approximately 60,000 cubic yards of unconsolidated material, sand and gravel, will be removed from the site within a 5 year period. A portable screening plant and crusher will be utilized at the site to process the sand and gravel and some mined material will be stockpiled on site. Prior to commencement of mining, topsoil will be stripped from the mine site and stockpiled for use in reclaiming the disturbed area upon completion of mining. Reclamation of the mine site will consist of grading to stable 1 on 2 slopes (or less), spreading of the stockpiled topsoil over the area and seeding and mulching to achieve a vegetative cover. The final goal is to return the mine site to agricultural use.

State Environmental Quality Review (SEQR) Determination: Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.
SEQR Lead Agency: NYS Department of Environmental Conservation
State Historic Preservation Act (SHPA) Determination: Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.
Coastal Management: This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Proposed gravel parking area and path leading to the north bank of Kayaderosseras Creek at Saratoga Spa State Park, to provide a safe public access area for fishing and nature observation. The 600 foot long path will be a combination wooden boardwalk and wood chip path, crossing portions of Freshwater Wetland #S-25 (class I) and wetland adjacent area. The parking area will be situated on an upland area adjacent to Driscoll Road, 90 feet from the wetland boundary. The project is located directly south of Driscoll Road and west of U.S. Route 9, City of Saratoga Springs.

Work in regulated wetlands involves clearing and grading to install Town-sponsored trails, roadway access to Town parkland, and stormwater infrastructure.
