Project Description:

The Department has received a request from Barrett Paving Materials for a State Facility Permit for an existing facility which produces asphalt paving material. The facility has already been permitted, and conditions were previously established to cap out of Federal requirements for NOx and VOC RACT (Reasonably Available Control Technology) and Title V thresholds. The caps already in place limited asphalt production to 500,000 tons per year and fuel oil usage to 50,000 gallons per year. The new permit will establish a new production cap of 495,000 tons of asphalt per year, which will limit the carbon monoxide emissions to below Title V threshold of 100 tons per year. The lower cap is necessary because of an update of emissions estimates published in December 2000 by USEPA in Compilation of Air Pollutant Emission Factors AP-42, in which the estimate for carbon monoxide emissions was increased over the previous edition. The cap on oil usage will be dropped from the permit, because the emission factors in AP-42 include the use of fuel oil in the hot mix asphalt process.

State Environmental Quality Review (SEQR) Determination: Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.
SEQR Lead Agency: None Designated
State Historic Preservation Act (SHPA) Determination: The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.
Coastal Management: This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
Opportunity for Public Comment: Comments on this project must be submitted in writing to the Contact Person no later than Aug 3 2001.

The Department has prepared a draft permit and is recommending issuance to discharge up to 2,750 gallons per day of treated wastewater to Class C tributary 4a of the Walloomsac River. The campground will operate for 3.5 months during the summer season.

State Historic Preservation Act (SHPA) Determination: Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.
