Project Description: The Department has prepared a Draft Permit pursuant to Article 19 (Air Pollution Control) of the New York State Conservation Law (ECL) and the Federal Clean Air Act Amendments and made a tentative determination to approve this application for the Dresser Rand Olean Operations Facility. The facility manufacturers gas turbine and centrifugal compressor products used in oil and gas production, oil and gas transmission and refining. The permit will contain a federally enforceable permit condition which limits facility emissions of total volatile organic compounds (VOC) to 9 1/2 tpy. The permit will also contain federally enforceable permit conditions which limit facility emissions of oxides of nitrogen to 95 tons per year (tpy) and limit total Hazardous Air Pollutants (HAP) to 23 tpy. The application and Draft Permit are available for review at the Region 9 office of the New York State Department of Environmental Conservation. |

Therefore, the facility is not subject to the control requirements for VOCs and HAPs contained in 6NYCRR Part 228 and Title V permitting. Project Description: The applicant proposes to modify existing landfill operations by incorporating approximately 28.9 acres of exisiting mining areas into the 6NYCRR Part 360 Solid Waste Permit and develop approximately 50.95 acres of new clay and gravel borrow areas for on-site use. The modification to the Solid Waste Permit is allowed because none of the excavated material will be transported off-site [Part 360-2.3(l)]. The present Mined Land Reclamtion Permit for the existing 28.9 acres will be eliminated, if the proposed Solid Waste Permit is approved. The material to be excavated is for use at the facility's existing landfill and will be used for closure operations and other uses. The site is located approximately 4000 feet south west of the intersection of NYS Route 16 and Hand Road in the Town of Sardinia. |
