The Department has made a tentative determination to approve a new application for a permit for a proposed discharge to the Chenango River [Class C(T)] for approximately 180,000 GPD of municipal sanitary wastewater treated by an extended aeration activated sludge treatment plant. The applicant's facility, the Village of Morrisville Wastewater Treatment Facility, is located off Calahan Drive in the Village of Morrisville. The project also involves three protected stream crossings in addition to an outfall discharge pipe into the Chenango River. A draft permit is available for review.

Applicant proposes to disturb approximately 0.77 acres of adjacent area of state designated freshwater wetland CIC-19 for purposes of contructing a new Kinney Drugs Store at the intersection of Thompson and South Bay Roads, Cicero, NY. The application is available for review in the Syracuse Office.

Onondaga County DOT proposes to place approximately 100 cubic yards of large stone around the middle abutment of the Jack's Reef bridge, County Route 32 (Plainville Road) to remediate some scour detected around the structure. The work area is to be isolated from the remaining watercousre with use of cofferdams which will temporarily preclude recreational boating under the bridge. The Department has made a tentative decision to issue a permit to modify the plant to burn pre-consumer, non-recyclable, non-reusable, non-contaminated paper as a supplement to coal and reduce fuel costs. The project will include the addition of 17,000 sq. ft. Processing Building and a 1,000 sq. ft. fuel delivery building. The new buildings will process the 360 tons/day primary shredder which will shred to 3" and secondary shredders which will shred down to 1/4" and produce a paper fluff which will be air conveyed to the boilers. It is proposed that the alternative fuel: will receive a BUD and will be co-fired with pulverized coal (up to 30% by weight) in the existing steam generation equipment under the Department's alternative fuel policy. The alternative fuel will be utilized in up to three of the five boilers in service. Trigen-Syracuse is located on Industrial Drive in the Village of Solvay & Town of Geddes, Onondaga County.

The applicant proposes to replace the bridge over Dead Creek within the adjacent area of Freshwater Wetland JOR -2. Sheet piling will be used in conjunction with a temporary diversion culvert to isolate the construction area and maintain flow. A temporary hay bale/plastic tarp sedimentation basin will be used for dewatering. Heavy limestone rip rap will be placed at all four corners of the new bridge for bank stabilization. The applicant's facility, Onondaga County Department of Transportation Bridge C-87 is located on CR 58 (Elderberry St. Extension) off NYS Rt. 31 in the Town of Van Buren.

The Department has made a tentative determination to approve this proposed discharge of up to 500 gallons per day of treated sanitary waste to a tributary of Ninemile Creek. The proposed discharge is located on William Constanzia property, 915 Cayuga Street, Village of Hannibal, Oswego County. Applicant proposes to place up to 250 square yards of gravel within the adjacent area of state designated freshwater wetland PL-2 for purposes of supporting a foundation of a new pole barn. Application is available for review in the Syracuse Office.

The applicant proposes to mine sand and gravel from a proposed 11.9 acre life of mine facility on lands owned by Jacobson Farms, Inc located approximately 1/2 mile north of O'Connor Road and one mile east of Maiden Lane. The application is available for review in the Syracuse Office.
