Project Description:

The applicant proposes replacement of the existing River Road bridge superstructure, over the Salmon River, approximately 0.1 mile east of Whippleville. The existing bridge seat and wingwall caps will be modified to accommodate the new prestressed box beam units. Approximately 120 cm of heavy stone filling will be placed in front of the east abutment and the upstream and downstream embankments, between the bridge and culvert, for scour and erosion protection. It is anticipated that construction activities will take place during the 2002 construction season, and traffic will be detoured during this 5 month time period.

State Environmental Quality Review (SEQR) Determination: Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.
SEQR Lead Agency: None Designated
State Historic Preservation Act (SHPA) Determination: Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.
Coastal Management: This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
Opportunity for Public Comment: Comments on this project must be submitted in writing to the Contact Person no later than Jul 13 2001.

Project Description:

Town of Ballston proposes extension #12 of Burnt Hills-Ballston Lake Water District #2 (BHBL WD#2), to provide public water service to Brookline Road and NYS Route 67. The project involves installation of 15,100 linear feet of water line mostly within the road right of way, and along the edges of Freshwater Wetlands R-3 and R-42 (class III). The source of supply is the Town of Glenville Water System, via connection to the existing BHBL WD#2, extension #7.

State Environmental Quality Review (SEQR) Determination: Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

State Historic Preservation Act (SHPA) Determination: A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have an impact on registered or eligible archaeological sites or historic structures. The department must consult further with OPRHP before making a final decision regarding the issuance of the permit.

Project Description:

B.J. Farms is proposing to continue surface mining of Sand and Gravel from 13.95 acres of a 144.6 acre property. This activity has taken place at this location for many years with a total area affected of 2.0 acres to date. The mining will be conducted at a level of intensity that will exceed the specific threshold (more than 1000 tons per year) requiring a permit. Mining would be conducted in 2 phases; the duration phase one will be approximately 5 years and Phase 2 will be approximately 2 years. Unconsolidated materials would be excavated from the existing mining face working away from the existing excavation face and moving west toward the life of mine boundary. The proposed mining operation will utilize a front end loader to excavate sand and gravel. No processing of the excavated material is proposed for the site. A 1400 foot haul road would provide direct access to NYS Route 29 (NYS Department of Transportation). The excavated material will be drawn from the mine face to the specific job sites by tandem axle dump trucks. At maximum capacity the facility will have ten loaded truck per hour leaving the mine site. The reclamation objective is to create land suitable for agriculture.
